                                      ASSOCIATE SUPERINTENDENT BUSINESS SERVICES

DEFINITION:  The Associate Superintendent Business Services is the chief fiscal officer of the District, responsible for the overall operations of the Business Services departments.  Under the direction of the Superintendent, this cabinet-level position formulates, implements, evaluates, and communicates fiscal policy and procedures. 

RESPONSIBILITIES

Budget and Accounting – Responsible for:

  • Preparing the annual budget
  • Performing the regular duties necessary for accurate and efficient budget management throughout the year
  • Preparing reports and recommendations to the Superintendent
  • Conferring with and advising Management Team members on budget matters
  • Maintaining complex financial records
  • Maintaining accounting procedure adequate to record in detail all transactions Maintaining equipment inventories and permanent records of all District business matters as required by law
  • Preparing for and working cooperatively with the District’s external auditors
  • Preparing documents related to issuance of TRANs
  • Monitoring cash flow and requesting draws from TRANs, as needed 

Purchasing/Contracts/Management

  • Prepares formal bid documents, specifications, and advertisements for major purposes and projects in accordance with the Public Contract Code
  • Oversees the progress of contracts resulting from letting bids, and prepares necessary documents upon completion of project 

Classified Human Resources

  • Administers effective classified human resources, including evaluations 

Staff Supervision

  • Responsible for supervision of Accounting Supervisor, Food Services Supervisor, Supervisor of Maintenance and Operations, and Administrative Assistant
  • Plans, assigns, directs, and evaluates the work of assigned subordinates
  • Supervises administration of insurance programs
  • Supervises payroll and fringe benefit program
  • Supervises business office
  • Oversees collection of developer fees and issuance of facilities use permits

 Supervision of Maintenance, Operations and Transportation

  • Direct, assist and evaluate the Maintenance Department
  • Ensure coordination of services rendered with the site administrators
  • Assist in facilities planning and implementation

 Community and Public Relations

  • Presents a positive image of the District to the community
  • Keeps informed of local, state, and national issues which affect the District
  • Attends appropriate meetings of state and other agencies serving the District and keeps current regarding financial and budgetary issues
  • Utilizes District Budget Study Advisory Committee to insure fiscal solvency

 Superintendent Support

  • Attends and participates in all meetings of the Board
  • Assists in the planning for short and long range site maintenance and improvements
  • Prepares and submits recommendations relative to all matters requiring Board action
  • Provides support for collective bargaining
  • Responsible for maintaining salary schedules
  • Performs other duties as needed

 Report Preparation

  • Prepares, or oversees preparation of, required/requested State reports for the California Department of Education, Federal Department of Education, auditors and other agencies
  • Prepares, or oversees preparation of, required reports for the Office of Local Assistance and/or State Allocation Board  Debt Financing
  • Responsible for administering the District’s capital facilities financing program(s), tracking debt, and assuring debt payments are made

 QUALIFICATIONS

 Knowledge of:

  • The principles, methods, techniques and practices of budget administration in a school district
  • Laws, rules, and regulations governing school finance administration
  • Effective management strategies
  • Rules and regulations governing classified personnel

 Ability to:

  • Communicate ideas and directives clearly and effectively
  • Write and verbally present clear and concise management, finance and related reports
  • Organize and present complex oral and written reports clearly
  • Exercise initiative and judgment in analyzing departmental and operational needs, problems, and programs
  • Work harmoniously and productively with individuals and groups
  • Plan, assign and direct staff
  • Establish and maintain effective working relationships with department heads
  • Utilize excellent planning, organizational and evaluation skills
  • Make sound and practical decisions
  • Set appropriate short and long range goals and priorities
  • Be an advocate for the District in the community, in the county and in the State

 Training and Experience

  • Graduation from an accredited college or university with specialization in business administration, accounting or a related field – Master’s Degree in Business or CPA preferred
  • Recent supervisorial experience in a business office setting
  • Extensive experience in budget administration and research methodology, preferably in a K-14 setting
  • Experience in analyzing operational budgets and supervisory ability in budget and finance
