POSITON TITLE: Payroll / Benefits Specialist
SUMMARY OF POSITIONS:
Under the direction of the administration in the Business Services, performs payroll/benefits/position control and related functions, and other accounting functions as assigned.
DIRECTLY RESPONSIBLE TO: Director of Business Services.
DUTIES:
./ Reconciles benefit enrollment forms and billings to employee records (e.g., health, dental, vision, etc.) to ensure accurate coverage of employees and payment to providers and comply with contract provisions.
./ Possesses a working knowledge of STRS and PERS retirement systems and IRS Section 125
./ Maintains various benefit information to provide an up-to-date reference and audit trail for compliance
./ Process Worker’s Compensation claims
./ Employment Contract generation for certificated and classified employees
./ Responsible for verifying insurance eligibility, resolving insurance problems, conveying information processing claims, etc.
./ Responsible for reconciling all FTE’s to positions in the designated payroll management system.
./ Assists in organizing, processing, maintaining, and monitoring various payroll information (e.g., pay rates, attendance, vacation, leaves, comp time, seniority, deductions, work location, etc.) to ensure accurate distribution of payroll and to provide an up-to-date reference and audit trail for compliance with organized employee payroll files.
./ Assists in distributing payroll and related payroll information (e.g. time sheets, withholding information, etc.)· Assists in ensuring accuracy and compliance of preliminary reports/time sheets, spreadsheets, program and funds distribution, etc.
./ Assists in providing County, state and District personnel with requested information necessary to provide timely and accurate payment of employees
./ Participates in informational activities (e.g., employee fairs, meetings, workshops, health fairs and new employee orientation) to receive and/or provide information regarding benefits and enrollment procedures
./ Performs advanced arithmetical calculations with speed and accuracy
./ Performs ten key by touch
./ Receives District telephone calls as needed
./ Operates standard office equipment including use of computer applications
./ Uses English in both written and verbal form; correct spelling, grammar, and punctuation
./ Demonstrates organizational skills
./ Performs other related duties as assigned or needed

KNOWLEDGE OF:
Policies and procedures involved in preparation, verification, maintenance and processing of District payroll.
Principles of payroll accounting and financial record-keeping. District organization, operations, policies and objectives.
Technical aspects of field of specialty.
Interpersonal skills using tact, patience and courtesy. Computer skills in spreadsheet and accounting software.
ABILITY TO:
Perform advanced technical and highly complex duties related to payroll functions for both certificated and classified district personnel and assure prompt and accurate handling of all payroll matters.
Interpret, apply, and explain laws, procedures and regulations pertaining to payroll procedures and policies.
Maintain accurate and interrelated financial payroll and related records. Make arithmetical calculations quickly and accurately.

EDUCATION AND EXPERIENCE:
Any combination of training, experience, and/or education equivalent to: graduation from high school and three years of payroll experience.
ADA REQUIREMENTS:
Sit for extended periods at a desk, conference table or in meeting rooms; frequently stand and walk; bend, stoop and reach overhead; normal manual dexterity and eye-hand coordination; physical agility to lift and move up to 25 pounds; repetitive hand activities within close reach, such as keyboard, mouse, handwriting, files & phone (continuously), and printed matter with or without visual aids; verbal communications including the ability to speak and hear at normal room levels; ability to use office equipment including computer terminals, telephones, calculators, copiers and FAX.
WORKING CONDITIONS:
District office and school environment; subject to many demands on time and constant interruptions.
