Dean of Student Equity and Success

 

The Institution:

Founded in 1916, Sacramento City College (SCC) is a multi-campus urban college that consists of a 70-acre main campus across from William Land Park located in the heart of the Sacramento metropolitan area. The college also maintains two educational centers, one in Davis on the campus of the University of California, Davis, and one in West Sacramento located adjacent to the public library, community center, and civic center. The college is a vibrant teaching and learning center with approximately 23,000 day and evening students and is now recognized as both a Hispanic-Serving Institution (HSI) and Asian American and Native American Pacific Islander-Serving Institution (AANAPISI).

 

SCC is a place of rich tradition and history, with a contemporary vitality and diversity that provides technologically updated classrooms and offers a variety of class schedules to meet student needs. SCC awards Associate in Arts or Science degrees as well as Associate Degrees for Transfer, which guarantee transfer into the California State University system. The college offers Career Technical Education certificates and degrees, transfer credit for students who desire to continue their education at a four-year college or university, and instruction in basic skills such English, English as second language, and mathematics.

Position Summary:

Under general direction of the Associate Vice President, Enrollment and Student Services, the Dean for Student Equity and Success performs a variety of administrative duties to advance Sacramento City College's student equity goal of ensuring equitable educational opportunities and to promote student success for all students, regardless of race, gender, age, disability, or economic circumstances.

 

The dean develops and coordinates student equity and success initiatives related to the academic, support services, and social needs of students from culturally and socially diverse backgrounds.

 

Responsibilities include the planning, development, quality, implementation, supervision, evaluation and coordination of student programs and services including, but not limited to, the Student Equity Plan, the Student Success and Support Program (SSSP), and other specially funded programs and specialized instruction and services to targeted student populations.

 

The Dean also serves as the administrator for the college-wide Cultural Awareness Center, Assessment, School and Community relations to include High School Outreach and new student's transition to their First Year Experience (FYE).

 

The Dean shall:

 

Be responsible for the overall leadership, development, implementation, budget maintenance, supervision, and evaluation of student programs and services including, but not limited to, the following:

 

? The Student Equity Plan.

? The Student Success and Support Program (SSSP).

? Designing and implementing a First Year Experience Program (FYE).

? Program development for follow-up to "At Risk" students, i.e., no identified career goal, students in basic skills, Probation I, II and Readmitted students.

? Overseeing other programs as assigned and developed through grant-writing and acquisition of resources allocated for special programs and services.

? New programs developed by the college as assigned.

 

For each of the programs, responsibility includes:

 

? Facilitating college and community collaboration to support program development and project planning.

? Facilitating collaborative relationships with other student services and instructional units.

? Developing the staffing for programs and services including the hiring, supervision, and evaluation of faculty and staff reporting to the Dean for Student Equity and Success.

? Interpreting County, State, and Federal policy and legislation governing administration, regulations, and student eligibility for each special program.

? Administering budget planning and development, expenditure monitoring, and quarterly and year-end reports for submission to college, county, State, and Federal agencies.

? Ensureing quality of program accountability including program reviews and audits for evaluation of student outcomes and overall program quality.

? Coordinating with staff development for specialized training related to Student Equity and Student Success.

? Leading and facilitating grant and proposal-writing to strengthen and support the enhancement and growth of diverse special programs.

? Providing collaborative leadership to various departmental and local Advisory Committees.

? Working in concert with SCC's Communications and Public Information Officer for marketing and communication of programmatic information.

? Providing facilitation and guidance in the establishment of student outcomes (SLO's) and the assessment of these outcomes in order to determine the effectiveness of student learning in this area.

 

Additional Position Summary:

? Coordinating with the Outreach Centers and other departments providing SSSP services to ensure the implementation and consistent delivery of services.

? Developing, collecting, analyzing, and reporting SCC data pertinent to all aspects of SSSP to ensure conformation to statewide Management Information System (MIS) requirements.

? Coordinating, collaborating and participating in discussions and planning of SSSP as it relates to its integration with Student Equity planning; evaluates and recommends modifications to the College's SSSP and/or Student Equity program plan as needed.

? Assisting in the planning, organization, implementation and evaluation of a comprehensive institutional research and integrated planning process that leads to college-wide dialogue about effectiveness and continuous improvement, and supporting the development of a strong culture of evidence-based inquiry and decision-making.

? Responsible for ensuring a collaborative approach for student access to specific program services which includes:

a. Community and high school outreach.

b. Inter-agency collaboration for community resources and referral information and services for students.

? Effectively communicating and assisting in building collaborative relationships within and among instructional divisions, student services and other departments, as well as constituent groups throughout the college, district and community.

? Working flexible hours including evenings and weekends when necessary.

? Supervising faculty and classified staff in Assessment, Cultural Awareness Center, School and Community Relations to include High School Outreach, Student Success and Support Program Staff Development Coordinator, and the Student Equity Coordinator.

? Providing administrative oversight for the coordination of Senior Saturday events, Summer Success Academy, (SSA), SSA Mentoring Program, Week of Welcome, Freshman Welcome and Induction Ceremony, and the SCC Student Ambassador Program.

? Performing other duties as assigned.

 

Responsibilities:

? Student equity planning regarding gender, disability, financial need, former foster youth, race/ethnicity and veterans status.

? Delivery of student support programs and services.

? Utilizing basic research methodologies including needs assessments and methods for determining disproportionate impact.

? Planning, organizing, assigning, and reviewing work; faculty and staff performance evaluation, recruitment and selection.

? Using technology to perform responsibilities.

 

Additional Responsibilities:

? Planing, developing, implementing and managing comprehensive programs and services for educationally and socio-economically disadvantaged and historically under-represented students, including outreach/recruitment and retention services.

? Working collaboratively with faculty, students, staff, governance entities, and administrative colleagues to ensure broad stakeholder input, engagement and support.

? Reading, interpreting and applying relevant and related laws, regulations, policies, and procedures as they relate to instructional and student support programs and services.

? Complying with categorical regulations as they apply to budgetary restrictions and program requirements and provide supporting documentation as required for district and state auditing purposes.

? Evaluating and reporting on the effectiveness of programs, services, strategies and approaches and propose adjustments as appropriate.

? Communicating student equity program objectives and services to students, faculty and staff, and community organizations.

? Exercising initiative and creativity to meet a broad diversity of students' educational needs.

? Facilitating and engaging faculty, staff, and colleagues in collaborative processes by which to continually evaluate and improve programs and services.

? Maintaining accurate and adequate records to meet internal/external analysis, audits, planning, and reporting requirements.

? Preparing oral, written, and electronic reports and presentations such as applications, claims, and compliance reports for Federal, State, local regulatory agencies and the District.

? Maintaining currency of knowledge of requirements and regulations as they pertain to student equity and other student equity-related categorical programs and services and basic skills instruction.

? Developing campus and community resources and referral agencies.

? Administering the District's collective bargaining agreements as appropriate.

 

Minimum Qualifications:

1. Have a master's degree* from an accredited institution completed by July 15, 2015.

 

2. Have one year formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.

 

3. Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.
