POSITION TITLE: Director - Expanded Learning Programs

Purpose Statement
The job of Director - Expanded Learning Programs is done for the purpose/s of planning, developing, implementing, evaluating and administering multiple collaborative educational, health and safety projects and resources that service SCOE and After School and Summer Education Programs, K-12 districts and schools; coordinating collaborative school, agency and community relations, communications, initiatives, and services pertinent to projects; and managing multiple sites for after school services, including tutoring, recreation and health programs.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
- Compiles, and analyzes data, utilizing appropriate software as needed for the purpose of generating a variety of computerized reports and documents, and assuring accuracy and completeness of various documents and information in compliance with financial, legal and/or administrative requirements.
- Coordinates collaborative relations, communications, initiatives and services among schools, agencies, and community participants and partners for the purpose of implementing awarded and new/expanded grant programs based upon identified needs for K-12 schools.
- Facilitates and participates in a variety of meetings (e.g. related boards, advisory groups, work teams, networks, committees and subcommittees, etc.) for the purpose of conveying and gathering information, serving on relevant committees, and promoting After School and Summer Education Programs.
- Manages program operations, facilities, and systems for the purpose of achieving organizational objectives, and ensuring compliance with legal and financial requirements.
- Monitors fund balances of assigned programs and related financial activity (e.g. budget development, interim meetings, expenditures approval, contracts, etc.) for the purpose of analyzing and reviewing budgetary and financial data, and controlling and authorizing expenditures in accordance with established limitations and regulations.
- Performs personnel administrative functions (e.g. interviewing, hiring, training, supervising, evaluating, disciplinary actions, recommending terminations or transfers, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
- Prepares and maintains a variety of narrative and statistical reports, records and files related to assigned activities and personnel for the purpose of documenting activities, providing written reference, and meeting mandated requirements.
- Promotes the program to the business and school communities (e.g. write talking points, press releases, reports, scripts, remarks and speeches, prepare website content, write or review articles and statements; respond to communications, etc.) for the purpose of marketing and defining the program objectives and opportunities for participation.
- Represents SCOE in local, regional, state and national venues as appropriate and required for the purpose of conveying information, obtaining and maintaining ongoing support for After School and Summer Education Programs and their funding needs.
- Researches, and evaluates proposals and programs for the purpose of seeking alternative funding sources and identifying and implementing new programs.
- Responds to issues and inquiries from school district administrators, parents, and educators regarding expanded learning reform, school improvement efforts and providing expanded learning programs for all students for the purpose of identifying the relevant and recommending or implementing a plan of action that will efficiently resolve the issue.
- Serves as liaison between school sites personnel and After School and Summer[1] [2] Program staff for the purpose of providing information relating to services, establishing policies and procedures, resolving issues and concerns.

Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: personnel processes; pertinent codes, policies, regulations and/or laws; education code; budget management and accounting; age appropriate activities; age appropriate behavior; knowledge of community resources; school safety and security practices.
ABILITY is required to schedule a number of activities, meetings, and/or events; gather and/or collate data; and consider a number of factors when using equipment. Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a department, large work unit, and/or across several small work units; monitoring budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 70% sitting, 20% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
Experience: Job related experience within a specialized field is required.
Education: Bachelor’s degree in job-related area.
Equivalency: Any combination equivalent to: bachelor’s degree in education, health, safety, community, cultural studies or related field and four (4) years of managing related programs and services. Experience in managing recreational or after school programs highly preferred.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
