POSITION: Director of Risk Management

 

SALARY:          Management Salary Schedule, Range 27

                           $114,114 -$145,646 per year

 

Purpose:

 

Under the direction of the assigned administrator, the Risk Manager develops, coordinates, and administers comprehensive risk management programs for the Shasta County Office of Education (SCOE). This role is responsible for managing workplace safety, injury and illness prevention, and loss control. This position also provides guidance and training on safety and risk compliance to enhance program effectiveness across SCOE programs.

 

This job reports to the Assigned Administrator/Supervisor.


 

Essential Functions 

?       Develops, implements, and maintains SCOE’s risk management and safety programs, including Injury and Illness Prevention Program (IIPP), workplace violence, and loss-control initiatives.

?       Interpret, apply, evaluate and recommend language for Board Policies, Administrative Regulations and other documents related to risk management, safety, loss control and other areas of potential liability.

?       Evaluate and ensure appropriate risk financing including forms of retention, transfer and hybrid financing; evaluate contracts and recommend appropriate provisions to ensure adequate transfer for loss control and risk financing.

?       Provides risk management training to SCOE employees, and supports LEAs in developing risk management compliance standards.

?       Investigates incidents, OSHA complaints, and alleged violations; prepares and recommends corrective actions to ensure safety compliance.

?       Coordinates liability claims with the assigned claims administrator.

?       Coordinate and conduct workshops for District administrators and staff on various Risk Management issues such as disability discrimination, Workers’ Compensation and loss control.

?       Develops and conducts training on injury prevention, and risk management practices.

?       Coordinates and administers programs for compliance with Cal/OSHA, EEOC, ADA Title II, and other relevant federal and state regulations.

?       Assesses the impact of new legislation on risk management and provides guidance to administrators and other relevant personnel.

?       Works closely with SCOE Maintenance and Operations for safety compliance and inspections; & collaborates on property management and safety projects.

?       Develop and make policy recommendations related to SCOE vehicles, equipment purchase, and facility use agreements.

 

Other Functions

?       Performs related duties as assigned to support SCOE in comprehensive risk management.

 

 

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

 

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: applying job related codes, regulations and laws; planning and managing projects; budgeting and financial management; developing effective working relationships; conducting interviews; enforcing rules and regulations; facilitating meetings; and operating standard office equipment and technology including utilizing pertinent software applications.

 

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies is required to satisfactorily perform the functions of the job include:  California Education Code, Labor Code, Health and Safety Code, Cal/OSHA, ADA Title II, and other regulations related to risk management, risk management practices, insurance, self-insurance, and workers' compensation, contract law, JPA requirements, and legal compliance for liability and benefit claims, modern office practices, public relations, principles of safety and loss prevention and record maintenance procedures.

 

ABILITY is required to develop and oversee risk management programs, ensuring compliance and financial preparedness for SCOE and supported LEAs; analyze data and prepare reports for internal and external stakeholders. Ability is also required to communicate effectively both orally and in writing; prepare and deliver presentations and training sessions, establish cooperative working relationships with SCOE staff, LEA representatives, and external agencies, interpret, apply, and ensure compliance with relevant laws and policies, exercise discretion and maintain confidentiality in managing sensitive information.

 

Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; supervising the use of funds. Working Environment

The usual and customary methods of performing the job’s functions require the following physical demands: Requires physical capability to perform essential job duties, including standing, sitting, reaching, and occasional lifting of up to 25 pounds. May require occasional response to emergency or hazardous situations. This job is performed in an office environment with occasional fieldwork, as needed. This job requires driving a vehicle to conduct work at various locations, including other LEAs within Shasta County. This job may have potential exposure to distressed individuals and challenging situations, including physical safety risks.

 

Experience:     Job related experience within a specialized field is required.

 

Education:       Bachelor’s degree in Business Administration, Public Administration, Risk Management, Safety Administration or a related field.

 

Equivalency:   Any combination equivalent to: Bachelor’s degree in Business Administration, Public Administration, Risk Management, Safety Administration or a related field and a minimum of three years of experience in risk management or safety programs. Experience with emergency management and contract review is preferred.

 

The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
