The Organization
Palcare is a non profit child development center that offers childcare and education to children aged 3 months to 5 years. Palcare opened its doors in 1993 and since then has served over 1695 families. Palcare has an enrollment of about 230 children total, with about 140 children daily. We are open 6 days a week, Mon-Fri 6:30 am - 11 pm and Saturdays 8 am-11 pm. Many of our families have rotating flexible schedules to support their changing work needs and other families design a fixed monthly schedule.
Palcare contracts with the California Department of Education to provide subsidized child development services for low-income families and adheres to the criteria set by Child Development Division. Palcare is NAEYC accredited and follows the guidelines of NAEYC standards. Palcare has a staff of 55 employees, ranging in all levels of experience and education. The teaching staff are represented by the "Communication Workers of America" (CWA) and have a unionized labor agreement.

Corporation and Facility
Palcare is a not-for-profit organization incorporated in California. Our staff and the facility, located 5 minutes from San Francisco International Airport in Burlingame, California, provides over 200 families high quality child care they can depend on with nontraditional hours of operation.
Governance and Management
Palcare is governed by an active, diverse 21-person Board of Directors. The Executive Director reports directly to the Board and manages a staff of 55 full-time and part-time employees. The Board has various Committees that oversee specific aspects of the organization (e.g., development, program, finance, etc.).
Financial Issues
Palcare is funded primarily from parent tuition (~ 75%), with the remainder coming from much-needed corporate and individual donations and grants. Balance the goals of a quality program with excellent qualified staff with affordable costs to parents. Most of our operating expenses (~85%) are invested in the well-educated and caring staff that care for the children and manage the center.
The Palcare Program Objectives
- Maintain Palcare’s program as a leader in child care & early education
- Ensure the program operates with the mission, policies, annual budget, contracts and philosophy of Palcare
- Assess the feasibility, plan, and oversee the start-up of new programs or projects to ensure they are in keeping with the mission, goals, and resources of Palcare
- Plan, negotiate and implement all contracts entered into by Palcare including negotiation of Palcare/CWA labor contract
- Oversee the program is following CDD and NAEYC accreditation standards and complies with applicable standards and regulations. Review programs to ensure programs meet ongoing changes in CDD contract and NAEYFC accreditation standards
- Ensure continuous recruitment, enrollment, and involvement of parents in the program
- Ensure a safe, supportive and warm environment for children and families
- Develop and manage Budget, report to agencies and foundations as required. Review and implement procedures and controls to assure successful annual audit and informative and valuable financial statements and annual reports
- Oversee management of plant facilities, implementing maintenance programs to insure a safe and attractive facility.
- Oversee risk management program and implement and follow requirements to meet OSHA standards and comply with all state and federal laws and requirements
Resource Development and Fundraising
- Sustain current partnerships and develop new ones which may provide new dimension(s) and assistance to Palcare
- Research and draft funding proposals, provide updates as necessary and required
- Actively seek out community support and participation in for the betterment of Palcare

Qualifications

- Ensure the program operates with the mission, policies, annual budget, contracts and philosophy of Palcare

Resource Development and Fundraising
- Fundraising
- Work with and get leverage from civic, business, parents technology vendors and key partners to position Palcare as the leading Childcare center in the industry.
- Grant writing experience
Public Relations and Community Involvement
- Represent Palcare at civic, business, partner, parent and provider forums regarding child care and early education
- Advocate for quality child care and education, the child care profession and the needs of working families as opportunities arise
- Work with marketing committee to ensure marketing plans, materials, and objectives are current and in line with the goals and needs of Palcare
- Ensure marketing plans include Palcare parents, their employers and the community at large
- As necessary, involve outside marketing and fundraising assistance
Human Capital Management / Personnel
- Provide a supportive, safe, positive and harassment free work environment
- Negotiate and implement labor contract and ensure proper compliance
- Ensure communication between Teachers and parents remains open and constructive
- Conduct regular staff and employee meetings
- Provide appropriate staff training and development and encourage classroom employees to further their education in the child care field
- Motivate, lead and grow a high performance staff of teachers and administrative staff.
- Act as a mentor to all key direct reports and other top performers.
- Track record of building strong teams.

- Drive for continuous improvement from all direct reports.
- Ensure consist and, at minimum, annual staff/employee evaluations are conducted
Board
- Attend and participate in Board Meeting
- Actively participate in Committee meetings, or assign an appropriate designee
- Provide periodic reports that are concise, relevant, and informative to the Board
- Implement and follow through on Board directives
The Person
Qualifications / Leadership Characteristics
The Executive Director will be first and foremost a highly effective business leader who excels in a non-profit or progressive childcare center with high expectations. Specifically, the successful candidate will have the following characteristics:

- Sets long-term and near-term continuous improvement and efficiency goals for organization.
Requirements / Qualifications
Child Development Program Directors Permit or willingness to obtain. Site Experience in Early Childhood Development (Infant-K). Four year degree, Masters degree preferred. Minimum 5 years experience in early childhood field or Non-Profit. Valid California drivers license. Proof of being free of tuberculosis. Fingerprint clearance. Health, First Aid, CPR certification or willingness to obtain.
