About the Employer

The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary

Job Summary

The Orange County Department of Education is seeking a dynamic and experienced professional to lead and coordinate the Fiscal Services Unit within the Administrative Services Division. This leadership role involves supervising fiscal operations, projecting and monitoring budgets, and implementing effective financial management strategies. The Assistant Director, Fiscal Services collaborates with various stakeholders, provides expert assistance to management, and oversees compliance with federal, state, and local regulations. Key responsibilities include staff training and evaluation, financial analysis, and the development of integrated financial systems. This role is ideal for individuals with a strong background in accounting, finance, or public administration and a passion for optimizing fiscal services in an educational setting. Key Responsibilities: • Leadership and Supervision: Manage and oversee the Fiscal Services Unit, including training, evaluating, and supporting staff. • Budget Management: Develop, administer, and monitor budgets, forecast financial needs, and track income and expenditures. • Financial Analysis and Reporting: Prepare financial reports, including state and federal filings, and analyze projections to optimize fiscal operations. • Policy Implementation: Develop and enforce policies, procedures, and goals to enhance service delivery and ensure compliance with regulations. • Collaboration: Work with divisions, agencies, and stakeholders to align fiscal services with organizational objectives and provide support to school districts. • Systems Development: Participate in the implementation of integrated financial systems and ensure adherence to applicable laws and codes.

Requirements / Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business, or public administration or a related field. • Five (5) years of experience in fiscal management and accounting including considerable supervisory experience.
