DESCRIPTION: Plan, organize, manage, control and direct a variety of Fiscal Services for the District relating to comprehensive budget and fiscal development and management; control, analyze and monitor budgets and accounts of the District; provide cash management and revenue and cost analysis; train, supervise and evaluate the performance of assigned personnel
EXAMPLES OF DUTIES: Direct and control assigned functions relating to fiscal management, control and analysis; develop, control and monitor the budgets and accounts of the District. Plan, organize, control and direct a variety of programs, projects and activities related to fiscal services including financial accounting, payroll, student attendance account and administration of the financial computer system. Train, supervise and evaluate the performance of assigned personnel; recommend disciplinary and other personnel-related actions. Provide for budget development and budget management; review budget proposals and made recommendations as appropriate. Develop and prepare a variety of budgets for the District; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines. Provide technical expertise relating assigned functions; formulate and develop policies and procedures related to general accounting, payroll and budget preparation. Prepare and present financial projections according to established procedures. Direct the preparation of maintenance of a variety of narrative and statistical reports, records and files. Develop and recommend Board policies and administrative regulations related to assigned fiscal services. Direct, control and monitor appropriate work flow, computer system producers, staff development, priorities and work assignments. Approve and authorize a variety of financial transactions, and budget transfers. Communicate with other administrators, District personnel and city, county and state departments or agencies to coordinate activities and program, resolve issues and conflicts and exchange information.

Knowledge of:
- Generally accepted accounting principles, practices and procedures, and related laws, codes and regulations
- Planning, organization and direction of the Fiscal Services of the District
- Financial analysis and projection techniques
- Financial reporting procedures
- Preparation, maintenance verification and processing of financial records

EDUCATION: Any combination equivalent to: bachelor’s degree in accounting, finance, business administration or related field.
EXPERIENCE: Five years increasingly responsible supervisory experience and financial management experience.
