Rio School District 2500 Vineyard Avenue, Oxnard, CA 93036 ~ Telephone: (805) 485-3111 ~ Fax Number (805) 983-0221 ~ www.rio.k12.ca.us JOB DESCRIPTION ASSISTANT SUPERINTENDENT, BUSINESS SERVICES GENERAL DESCRIPTION: The Assistant Superintendent, Business Services is directly responsible to the Superintendent for the administration of all business and administrative services activities of the District including fiscal services: budget, budget control, general accounting, payroll, accounts payable, attendance accounting, warehousing, risk management; facilities including maintenance, operations, transportation, construction, and planning; purchasing; and food service in accordance with State law, Board policies and District administrative regulations. EXAMPLES OF DUTIES: 1. Prepares financial and business reports as required and requested by the Superintendent, and secures legal interpretations concerning District business activities and contracts; 2. Assists the Superintendent in preparing and administering the budget, and in preparing administrative regulations for the management of the budget; 3. Plans, develops, coordinates and directs administrative services to assist the Superintendent in the administration of assigned departments, programs and activities and to assure efficient and effective administrative services for the District; 4. Supervises and evaluates the performance of assigned staff including administrators, managers, and supervisors in fiscal services, facilities, and food services; 5. Protects the District’s interests in projects related to facilities, contractors, vendors, and any other business relationship; 6. Establishes a system that ensures completion of projects in accordance with established agreements prior to release of funds in matters related to capital expenditures; 7. Serves on the management negotiation team; 8. Presents reports to the Governing Board regarding matters pertaining to fiscal services, food services, facilities, and other District administrative services; 9. Ensures preparation and submission of Board agenda items related to Business Services in a complete and timely fashion; 10. Plans and directs appropriate protection and accountability of District property; 11. Leads and organizes Business Services for the best possible service to the instructional program under the provisions of federal and state laws, Board policy and administrative regulations; 12. Leads, organizes, and supervises a system of accounting for general and special funds, including student body funds, attendance and school properties, and prepares all required state reports; 13. Leads, organizes, and administers through the facilities department administrator the use of school facilities as provided for in the Civic Center Act, Board policy and administrative regulations, and for all related community service activities; 14. Makes provisions for the purchase and distribution of equipment, supplies, materials and maintains warehouse records whenever necessary; 15. Organizes and supervises the operation of school cafeterias and all related food services, and supervises cafeteria funds and accounts; 16. Supervises the operations of the District’s facilities division including maintenance, operation, transportation, construction, and planning; 17. Assists the Superintendent in the development of general policies concerning Business Services in keeping with all legal requirements, and coordinates the execution of Board policy and administrative regulations related to Business Services; 18. Assists the Superintendent in evaluating and recommending financing methods in the construction or modification of District plant facilities; and 19. Performs other related duties as assigned. ADJUNCT DUTIES AND RESPONSIBILITIES: Attends all meetings of the Board of Education unless excused by the Superintendent; attends all federal, state, local and professional association meetings related to areas of responsibility; assists the Superintendent in community relations as they pertain to business affairs; acts as a resource person to the team which represents the Board of Education in meeting and negotiating; and performs such other duties as may be assigned by the Superintendent. QUALIFICATIONS: Knowledge of: Laws and regulations relative to school finance, budgeting and accounting principles and procedures; Federal and state laws, regulations, policies and procedures pertaining to various sources of financial assistance available for program development; data processing systems; office organization, management, equipment and procedures. AND Ability to: Analyze accounting data and prepare clear and accurate financial statements and reports; Work with principals, teachers and other staff in the development and management of the budget; establish and maintain cooperative working relationships; write and speak effectively and understand and carry out oral directions; adopt and apply sound accounting methods to a variety of financial transactions and problems; demonstrate a working knowledge of data processing and business systems; demonstrate a working knowledge of education and business program planning; lead, direct, instruct, train and supervise subordinate workers. AND Education, Training, and Experience: Any combination of training and experience, which would provide the required knowledge and ability, is applicable. A typical way to obtain this knowledge and ability would be completion of a Bachelor’s Degree in business or educational administration or its equivalent is required; Master’s Degree preferred; training in the broad aspects of school and/or governmental administration with emphasis on school business administration, school finance and risk management. Training through the ACSA Business Academy preferred and at least five (5) years of effective leadership, including experience at the school level and/or as a central office business administrator, or a comparable level in business or industry. Experience in property management involving multiple sites/facilities is highly desirable. WORK ENVIRONMENT The employee will work under typical office conditions and the noise level is usually quiet or moderately quiet.
