I. DEFINITION Under the general supervision, to plan, coordinate, and monitor the referral process and service delivery of disabilities and mental health services for the department, conduct classroom visits and observations, monitor and evaluate service delivery, plan and assist with staff training, maintain official documents and records, and implement activities in compliance with State, Federal, and local statutory requirements; and perform all other duties as assigned. II. REQUIRED QUALIFICATIONS • Bachelor’s degree in Early Childhood Education or a related field • At least three years’ experience working in early childhood education • Principles and practices of developmentally appropriate practice, social emotional development, and inclusion • Principles, practices, and techniques related to monitoring service delivery • Knowledge of federal, state, and local regulations related to Head Start, Special Education, and Community Care Licensing (Title 22) • Computer experience including Microsoft Word, Excel, and other applicable programs • Ability to work as a member of a team where diverse program content must be well integrated to provide quality services • Valid California Driver’s License III. DESIRED QUALIFICATIONS • Bilingual in English and one or more of the following languages: Spanish, Cantonese, Mandarin or Vietnamese.

PERFORMANCE RESPONSIBILITIES • Oversees the coordination and tracking of referrals for students with suspected disabilities. • Ensures the timely provision of service delivery for students with identified disabilities in accordance with state, federal, and local requirements. • Assists in providing support to ensure Individualized Education Programs (IEPs) and Individual Family Service Plans (IFSPs) are designed for educational benefit in the least restrictive environment. • Provides assistance to child development teaching staff with individualization and inclusion. • Remains abreast of all relevant changes and review existing and pending legislation related to procedural guidelines for the district’s special education programs and Child Development, and provide recommendations. • Oversees the development and implementation of developmentally appropriate and effective practices and systems in early learning for all children (birth to five) for children with special needs and children with social-emotional challenges to enhance teaching practices and learning outcomes. • Develops and/or coordinates the alignment and articulation of core curriculum and services between the SELPA, Regional Center, regionalized programs, and non-public schools/agencies. • Develops, implements and revises behavior programs for identified students in accordance with best practice methodologies and procedures; provides ongoing monitoring of behavior programs, including individuals and group instruction. • Develops data collection systems, monitors data collection and provides programmatic recommendations based upon results and develops comprehensive narrative and statistical reports. • Supports the planning and coordination of mental health referrals and services. • Analyzes and synthesizes data to support program, teacher development and inform program planning in the areas of disabilities and mental health. • Conducts monthly monitoring of referrals, disabilities related services, and mental health referrals in accordance with statutory guidelines • Conducts monthly monitoring and classroom observations for effective inclusion practices • Other job-related duties as required
