About the Employer

Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

Under general policy direction, plans, organizes, directs and integrates instruction and operations of the programs, services and activities of an assigned academic instructional division; oversees educational planning and curriculum development in accordance with the District's missions, goals and objectives; coordinates assigned academic area, programs and services with other District divisions, officials, outside agencies and the public; fosters cooperative working relationships among District divisions and with various public and private groups; provides highly responsible and complex professional assistance to the Vice President of Student Success and Teaching Excellence in areas of expertise; and performs related duties as assigned.

 

CLASS CHARACTERISTICS:

 

Dean, Instruction incumbents will have the responsibility for the direction and management of instructional programs and services in Science, Technology, Engineering and Math (STEM). The work involves a wide variety of independent decision making, within legal and general policy and regulatory guidelines. The incumbent is accountable for accomplishing area planning, goals and objectives and for furthering District goals and objec­tives within general policy and regulatory guidelines.

 

Examples of Duties

 

REPRESENTATIVE DUTIES:

 

• Plans, organizes, directs, controls, integrates and evaluates the work of faculty, classified managers and staff in an assigned academic instructional division; with academic administrators, managers and staff, develops, implements and evaluates assigned division educational and program plans, goals and objectives in accordance with District goals and objectives; contributes to the development of annual general-fund and grant-funded budgets and tracks division performance against funding allocations to ensure compliance with legal mandates; manages and directs development, implementation and evaluation of work processes, systems and procedures to achieve annual goals, objectives and work standards.

• Directs and manages the selection of full-time and adjunct faculty and divisional staff; coordinates associated processes with Human Resources; conducts and/or facilitates new faculty and/or staff orientations; encourages continuing professional development; works with employees on perform­ance issues; oversees, facilitates in faculty, staff, student and community conflict resolution and grievance processes.

• Oversees and ensures the timely evaluation of faculty and staff and reviews work for acceptability and conformance with District and area standards, including program and project priorities and performance evaluations; chairs and oversees faculty tenure and four-year probationary evaluation and review processes; serves on tenure-track search committees.

• Develops, analyzes and implements curriculum standards to meet student needs and compliance with established curriculum and content standards and requirements; provides technical advice on changes and modification of curriculum and transfer articulation proposals; oversees development and imple­mentation of new courses, programs and instructional activities; budgets and allocates teaching units, oversees class scheduling and monitors enrollment and actual teaching units against approved budgets.

• With faculty, staff and administration, ensures compliance with California Code of Regulations Title 5, accreditation standards, Board Policies and Administrative Procedures; oversees and partici­pates in reviewing equity and student learning outcomes and assessments; fosters quality instruction and optimal functioning of programs; develops and updates reports and data-tracking success measures for curriculum, courses and programs in area of responsibility; ensures timely and accurate reporting of mandated reports and data.

• Facilitates grant and external funding identification and applications; ensures proposals meet funding agency requirements and priorities; develops forecasts and budgets for staffing and equipment requirements including forecasting of additional funds needed for staffing, equipment materials and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.

• Develops external partnerships and provides leadership in the coordination of state, local and regional collaborations; represents the District and division in community outreach activities.

• Leads and participates in various District committees and advisory boards; makes presentations to the Board of Trustees, Cabinet and to other District groups.

• Oversees and participates in conducting a variety of analytical and operational studies regarding programmatic activities; prepares comprehensive technical records and reports, identifies alternatives and makes and justifies recommendations.

 

Other Functions:

 

As Dean of STEM: directs and oversees management of programs in Physical and Live Sciences including Astronomy, Geology, Physics, Chemistry, Biology and Computer Science, Engineering, and other emerging areas; plans, manages and directs the operations of the college's Planetarium, Math Institute, K-12 STEM programs, STEM Internships, and the MESA program.

• May serve as a designee for the Vice President, of Student Success and Teaching Excellence when assigned.

 

• Performs related duties as assigned.

• Demonstrate an understanding of, sensitivity to, and appreciation for the diverse academic, ethnic, cultural, socio-economic, disability, and gender of students, faculty, administrators and classified professional staff attending or working on a community college campus.

• Work collaboratively with District deans, directors, managers, staff and the community in a collegial environment and provide expert advice and counsel to develop solutions to complex issues.

• Lead and participate in monitoring and assessing instructional effectiveness, student learning and success outcomes, and student equity measures.

• Plan, organize and coordinate academic instructional division planning, program review, accredit­ation, outcomes assessment and financial stewardship.

• Organize, set priorities and exercise expert, independent judgment within areas of responsibility.

• Develop and implement appropriate procedures and controls.

• Compose clear, concise and comprehensive analyses, correspondence, reports, studies, agreements, presentations and other written materials.

• A master's degree from an accredited college or university within one of the instructional area disci­plines, and three years of increasingly responsible experience as an academic administrator or in a leadership role.

CONDITIONS OF EMPLOYMENT:This is a regular, full-time academic management position. Management salary range III: $157,798.00 to $191,804.00 annually (within this salary range, the successful candidate's starting salary will be commensurate with education and experience).
