El Monte City School District Position Description Position: Family Services Associate I Position Number: Department/Site: Child Development FLSA: non-exempt Reports to/Evaluated by: Site/Dept Supervisor Salary Grade: 9 Summary Assists parents in enrolling pre-school aged children to an early childhood education program, and with understanding school programs, objectives, and procedures. Facilitates communications to and from the school and parents. Performs recurring clerical duties associated with setup and maintenance of health records other files, assistance with health screening and documentation of test results, preparing mandated reports, and processing routine transactions. Distinguishing Career Features The Family Services Associate I represents the first-level in a career path combining school-to-family with basic health services support. All new employees are hired into Family Services Associate I where they assume a caseload while learning and/or receive additional training in case management, study team, health care procedures, and services and workshops provided by the department. Advancement to Family Services Associate II requires one probationary year of service as a Family Services Associate I and competency in all aspects of case management, the ability to organize, facilitate, and deliver portions of workshops, and the ability to perform health screening. A level II incumbent would also need to demonstrate the ability to coordinate group membership and activities of various committees at a school site and provide assistance to parents and students for understanding school programs, processes, and procedures. Essential Duties and Responsibilities ? Receives registration materials from parents. Verifies documentation and qualification for programs offered by the department. ? Serves as an advocate for parents. Makes referrals to outside health and social agencies. Initiates and maintains contact with outside health and social agencies that provide services to families. ? Assists teachers in establishing family-to-school participation, by referring parents to basic parent education and orientation programs, assisting parents with staying up-to-date with school curricula and activities, additional school and community programs for parents and families, and by encouraging committee involvement. ? Orients new parent-participants by introducing the concept of schooling, translation, and support for families new to administrative processes. ? Assists with setting up workshops for parents. Learns the variety of workshop topics and offerings. Secures arrangements for transportation, childcare, and other support to encourage attendance. ? Assists in the development of training that enhances the self-identity, self-esteem, awareness and pride among pupils by accomplishing the same with parents. Promotes the values of education, and encourages attendance, participation and achievement. ? May attend meetings such as but not limited to, case management and individualized education plans. ? Participates with teachers and other support staff in presentations, activities, and festivities for holidays, recognition of individuals and groups, and other school events. ? Reviews student records for proper immunizations. Alerts parents of needed immunizations and maintains communication until records are updated. ? Monitors attendance of children for purposes of tracking school community health concerns. Contacts parents to determine source of absence. ? Gathers data on student health screens, test results, and other demographic information for use in recurring reports and program assessments. ? Assists a licensed health professional in recording data from health screens such as hearing, speaking, vision, and communicable conditions. Records student test results. Schedules follow-up appointments if further testing is required. May provide basic consultation to parents on the results of health screens and other tests. ? Learns to, and performs routine health screens as authorized through training, certification, and from a licensed health care professional following specific steps, checklists, and procedures. ? Performs a variety of routine clerical duties. Types a variety of reports, correspondence, forms, notices and referrals including accident reports. Maintains files and duplicates materials as needed. ? Responds to routine inquiries, makes appointments, develops, rosters and lists, and provides information about the programs, procedures, and standards. ? Sets up and maintains files as directed. Assembles, collates, and prepares materials for distribution. Posts information onto records and files using established formats and forms. ?Performs other duties as assigned that support the overall objective of the position. Qualifications Knowledge and Skills The position requires basic knowledge of clerical office practices, reception techniques, and file maintenance. Requires practical knowledge of child development and working with special student populations. Requires practical understanding of intercultural relationships, values, communication techniques, and cultural programs. Requires a basic knowledge of health screening processes, procedures and codes governing immunizations, medical terminology, file maintenance and control. Requires a basic knowledge of the laws, rules, and regulations governing health care records as well as applicable federal and state laws for working with students. Requires skill in using common office productivity software such as word processing, spreadsheets, and data entry screens for health care information storage and retrieval. Requires statistical record keeping skills. Requires sufficient math skill to perform columnar calculations and compute decimals, fractions, and sums. Requires sufficient communication skills to convey technical concepts to customers greet and deal cooperatively with customers. Abilities Requires the ability to enter and extract student data from computerized student databases. Requires the ability to understand and interpret health information such as test results, measurements, and nutrition. Requires the ability to learn and apply certain health care screenings required for student health records. Must be able to organize and sequence the activities connected with parent advisory committee processes. Requires the ability to recognize and meet the needs of special populations of students supported by the programs. Must be able to speak formally to individuals small audiences, both in English and Spanish, and to maintain productive relationships with teachers, parents, and students. Must be able to convey school program descriptions to individuals and groups. Physical Abilities Requires the ability to perform indoors in an office, classroom, home, or non-school site environment engaged in work of primarily a sedentary nature. Requires near visual acuity to read and write printed materials and computer screens. Requires hearing and speech ability for ordinary and telephonic conversation, to speak to groups, and to hear sound prompts from equipment. Requires ambulatory ability to move about office, classroom, and school grounds, to tutor, assist with presentations, and reach work materials. Requires sufficient manual and finger dexterity to demonstrate teaching aids, to point out important words/figures to parents and students, and to operate personal computers. Education and Experience The position typically requires the equivalent of a high school diploma and one year of experience working with students and families in an instructional or social service setting. Licenses and Certificates Requires a valid driver’s license. Work Environment Work is performed indoors with some, yet infrequent exposure to health and safety considerations.
