Purpose Statement

The job of Executive Director - District Fiscal Services is done for the purpose/s of supervising the department's fiscal services to districts; providing advice, support and oversight to districts in areas related to budgeting, internal control procedures, accounting and other finance-related matters; coordinating communication with county school districts' business officials; and assuring fiscal integrity and compliance with fiscal reports and mandates.

This job reports to the Assigned Administrator/Supervisor.

 

Essential Functions

  • Communicates with other administrators, personnel and outside organizations for the purpose of exchanging information, coordinating activities and programs, and resolving issues and conflicts in policies and regulations that may result in some negative impact and/or liability if not appropriately addressed.
  • Manages program and/or departmental responsibilities for the purpose of achieving organizational objectives, and ensuring compliance with legal and financial requirements.
  • Monitors school districts' budgets and financial reports (e.g. interim budgets, revised revenue forecasts, analysis of actual revenues and expenditures for each interim period, budget approval or disapproval letters to the districts' boards, review of district payroll and vendor warrants, district journal entries, district revenue projections, etc.) for the purpose of identifying potential solvency issues, coordinating all district fiscal oversight activities related to AB 1200, advising districts concerning potential legality of expenditures, and interpreting administrative code.
  • Participates in and serves on various committees with school districts, county, state, community, agencies and professional organizations (e.g. district board meetings, SCOE administrative council meetings, ESSCO meetings at state level, etc.) for the purpose of conveying or gathering information, enhancing working relationships in the areas of business and finance-related matters, and promoting efficiencies and cost savings.
  • Performs personnel administrative functions (e.g. interviewing, selecting, training, evaluating, supervising, disciplinary actions, recommending transfers or terminations, providing professional development, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives within budget.
  • Prepares and maintains a wide variety of documents, narrative and statistical reports, and files (e.g. estimated district revenue projections, letters of approval or disapproval of budgets to the district's Board, audit documents, year-end reports, records related to assigned activities and personnel, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.
  • Presents information on a wide variety of topics (e.g. LCFF/LCAP, SCOE financial and business practices, etc.) for the purpose of conveying information, providing training, gaining feedback and/or making recommendations regarding district services.
  • Provides advice, support and oversight to districts for the purpose of assisting in general budget development, accounting procedures and practices, bid preparation, training, projections, strategies, receipt of revenues, payment of obligations, payroll and other financial related matters.

 

  • Researches, interprets and communicates financial topics and related legal issues (e.g. legislative laws, Education Code, etc.) for the purpose of evaluating compliance requirements and potential implications on County and district operations, and communicating to district and County Office administrators and staff as needed.
  • Responds to issues and inquiries from school district administrators, parents, and educators regarding educational reform, school improvement efforts and providing special education for students with disabilities for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.
  • Responds to a wide variety of inquiries concerning financial and business related issues for schools from internal and external sources (e.g. staff, district personnel, media, parents, auditors, taxpayers association, district boards of education, general public, etc.) for the purpose of providing information, resolving problems, addressing concerns, an/or referring to appropriate staff.
  • Supports the Associate Superintendent for Administrative Services for the purpose of providing technical expertise, information and assistance regarding assigned functions and assisting in the formulation and development of policies, procedures and programs.

Other Functions

  • Approves users security levels on the financial system for the purpose of ensuring termination of exiting users access and ensuring new users ability to access the financial system.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: administering personnel policies and practices; applying pertinent codes, policies, regulations and/or laws; communicating with persons of varied cultural and educational backgrounds; operating standard office equipment including utilizing pertinent software applications; preparing budgets and financial plans;  preparing and maintaining accurate records; planning and managing projects; and governmental accounting and supervision.

KNOWLEDGE is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions.  Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations; personnel processes; program planning and development; principles of public and fund accounting and budgeting; methods and techniques used in payroll, financial accounting, legal research, commercial warrant processing and report processing; school auditing, business administration and school accounting administration practices; and school district auditing, budgeting and administration.

ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; managing a department; supervising the use of funds. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling,   and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing.  This job is performed in a generally clean and healthy environment.

Experience      Job related experience with increasing levels of responsibility is required.

Education        Bachelors degree in job-related area.

Equivalency    Any combination equivalent to: bachelor’s degree in business, accounting, or related field and five years increasingly responsible experience in school district auditing, budgeting and administration. Master’s degree in business preferred.

 

The stated education and experience requirements are the preferred minimum qualifications for this job.   However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
