POSITION: Associate Superintendent of Administrative Services
Purpose Statement
Under the direction of the County Superintendent of Schools, the Associate Superintendent is responsible to assist and support the Superintendent in all areas necessary for the effective operation of the county office and the implementation of county board policies. As a member of the Cabinet team, the Associate Superintendent models the core values of the Shasta County Office of Education and is an integral part of a team that is responsible for the support, growth, and success of people and programs across the entire organization, including both Administrative Services and Instructional Services. This responsibility includes assisting the County Superintendent with the general administration of effective programs and services, efficient business operations, county initiatives, all other district and community agency involvements, and for successfully meeting organization goals.
Under the direction of the County Superintendent of Schools, the Associate Superintendent of Administrative Services supervises and has direct line responsibility for the following areas:

Essential Functions:
? Represent the County Superintendent of Schools, the County Board of Education, and the Shasta County Office of Education.
? Work with California County Superintendents (and applicable subcommittees to ensure the Shasta County Office of Education (SCOE) offers consistent and high-quality programs.
? Support the County Superintendent in the development and implementation of vision and strategy to accomplish organizational goals and strive for continuous improvement.
? Establish and maintain relationships of trust and support for Administrative Council team members.
? Provide regular opportunities for communication, problem-solving, and leadership development for the team of department leaders in the Administrative Services division.
? Meet 1-1 with Administrative Services department leaders to mentor, provide feedback, celebrate success, provide support with goals, coach through decision-making, and encourage growth opportunities.
? Participates in the collective bargaining process for the purpose of supporting the Superintendent in interactions and negotiations with exclusive bargaining units.
? Work with Cabinet, Administrative Council team members, and legal on the review, revision, and implementation of all county office policies.
? Ensure program effectiveness, efficiency, and compliance with county board policies, state, and federal laws, regulations, and contractual agreements.
? Attends meetings of the County Board of Education to present reports, share deep understanding of topics (both on agenda and in public comment), tactfully share recommendations in areas of responsibilities.
? Attend meetings with district superintendents and school boards to clearly communicate information regarding legislation, state budget implications, and fiscal oversight guidance under AB 1200.
? Support Administrative Services leaders in the implementation and application of processes and procedures.
? Collaborate to guide the development, submission, and implementation of grants and contracts.
? Works with Administrative Council department leaders to monitor and report progress toward department goals and objectives.
? Prepare and plan cabinet agendas, division meetings, and planning sessions.
? Collaborates with a wide variety of internal and external groups (e.g. department heads, auditors, community organizations, regulatory agencies, etc.) for the purpose of implementing program components; creating long and short term plans; and addressing organizational objectives.
? Work with leaders across the organization to critically assess and evolve systems, policies, and procedures to closely align with SCOE’s core values.
? Collaborate with SCOE department leadership to develop standard processes and systems.
? In partnership with Cabinet members, Administrative Services department leaders, and other Administrative Council members, develop solutions to a wide variety of complex issues for the purpose of providing recommendations and/or addressing the needs of the organization.
? Serves on professional advisory committees in areas of responsibility.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Responsibility
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing major organizational components; determining the use of funds. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 85% sitting, 10% walking, and 5% standing. This job is performed in a generally clean and healthy environment.
Experience: [1] Job related experience within a specialized field with increasing levels of responsibility is required.
Education: Master’s degree in job-related area.
Equivalency: Any combination equivalent to a Master’s degree in Personnel, Accounting, Public Administration, Systems Organizations or related field and at least six (6) years of extensive, progressively responsible experience in administration and instructional services, including direct administration in county offices of education or similar organizations, preferably at a director level or above.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
