Job Description
JOB PURPOSE:
Under the direction of the Vice President, Student Services, plan, organize, manage and administer the financial aid programs; supervise, train and evaluate the performance of assigned staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Plan, organize, develop and direct financial aid programs; prepare applications for federal and state funding; develop and administer departmental budget for the Financial Aid Office.
Interpret and explain federal and state regulations and legislation; prepare a variety of federal and state accountability reports; direct the maintenance of required records and statistics.
Maintain financial aid program quality and integrity; define program goals and philosophies; assure the programs comply with federal, state and local requirements.
Develop, implement, coordinate and evaluate policies and procedures for the administration of various financial programs.
Develop, coordinate and supervise the process for the delivery of financial aid funds; confer with Information Systems personnel regarding the development and enhancement of data processing systems and software applications.
Supervise and evaluate the performance of assigned personnel; adjust workload and assignments; provide overall direction for training.
Participate in internal, federal and state audits as needed; respond to findings and initiate actions as required.
Act as a liaison with other college departments, educational institutions, the community and state and federal governing agencies.
Plan, organize and manage the expenditures of college work study, grant and loan funds to maximize student and institutional needs.
Coordinate and interface financial aid programs and activities with other college departments and state and federal agencies.
Represent the Financial Aid Office and the District at a variety of administrative and professional meetings as required.
Perform related duties as assigned.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: a Bachelor's degree in business administration, public administration or related field and three years of increasingly responsible professional experience in administration of financial aid.
SPECIAL SKILLS OR REQUIREMENTS:
• In-depth knowledge of the Education Code, Title 5 and other administrative regulations and the ability to apply these regulations.
• Sensitivity to all facets of the community including the needs of various groups which comprise it.
• Ability to successfully delegate, ensure adherence to College and District policies, practices and procedures, hold others responsible yet instill confidence among the faculty and staff.
• Facilitate communication and understanding of perspectives among faculty, staff, students, and the community, within the framework of a multi-college district.
• Commitment to the community college concept, including the open door philosophy and a diverse curriculum for a heterogeneous student population.
• Ability to participate in the Community College planning process while participating in the achievement of the goals and priorities of the District as a whole.
• Ability to work cooperatively and responsively with all segments of the College, District and community at large.
• Facilitate communication and understanding, among faculty, staff, students, the community, within the framework of a multi-college district.
• Dedication to keeping students informed while seeking their opinions and providing a range of student services.
• Commitment to a comprehensive, student-oriented environment that facilitates learning and student development.
• Dedication to the improvement of the educational process.
• Ability to participate in the process, development, and achievement of the college vision, and communicate that to staff.
