POSITION:         Associate Superintendent of Instructional Services

Purpose

The job of Associate Superintendent of Instructional Services is done for the purpose/s of guiding instructional staff to achieve the SCOE mission of being leaders in educational excellence, offering support to schools and community to ensure Shasta County students receive a quality education, preparing them for high school graduation and success in career and college.

This position provides leadership and oversight for all educational programs operated by SCOE; provides leadership and knowledge in the areas of instruction, curriculum, assessment, and accountability to schools, districts, and county office programs; and serves as an integral member of the Superintendent's Administrative Team and Cabinet.

This job reports to the Superintendent.

 

Essential Functions

?       Advises the Superintendent regarding the use of resources, priorities, program opportunities and methods for the purpose of enhancing and continuously improving the delivery of programs and support services in order to achieve the SCOE mission.

?       Plans, coordinates, administers, delivers, and evaluates learning resources such as curriculum & instruction, assessment, accountability (including Local Control Accountability Plans and Differentiated Assistance), evaluation and professional development services to schools, districts, and the County Office of Education programs.

?       Analyzes and reviews budgetary and financial data for the purpose of developing, preparing, and potentially consolidating the annual preliminary budgets across programs and departments within the Instructional Services Division.

?       Attends monthly meetings with district Superintendents and County Curriculum Leaders for the purpose of presenting the state perspective and state updates related to accountability, assessment, legislative bills, LCAP, curriculum, instruction, etc. and advising on resources, priorities, program opportunities, and methods to enhance student academic and behavioral outcomes.

?       Collaborates with a wide variety of internal and external groups (e.g. SCOE personnel, auditors, community organizations, boards, County Offices of Education in Region 2, regulatory agencies, commissions/boards, charter school staff, etc.) for the purpose of exchanging information, implementing program components, coordinating efforts, providing resources, addressing organizational objectives, and resolving issues or conflicts.

?       Directs the various phases of curriculum implementation and instruction from preschool through college level in all subject areas in County schools for the purpose of increasing student achievement, assuring equity and access across the county, and closing the achievement gap for all students.

?       Leads trainings and meetings for all managers within Instructional Services for the purpose of coordinating and providing curriculum and instruction methodology and relevant services for sound educational programs for students in County Office programs and for building instructional leadership and knowledge within Instructional Services managers.

?       Manages Instructional Services programs and related services (e.g. assessment & accountability & evaluation, professional development services for administrators, teachers, and staff, district and school improvement, college and career readiness, after school programs, and career technical education, etc.) for the purpose of coordinating the work between departments within the Instructional Services Division and monitoring the effectiveness and impact of program services provided.

?       Oversees the Local Control Accountability Plan process for development, training, updates, and reviews, providing calibration sessions to those within SCOE who assist with reviews for the purpose of achieving outcomes in relation to organizational objectives, and ensuring compliance to legal requirements.

?       Oversees the Tiers of Support tied to Level 1 and Differentiated Assistance (Level 2) for all districts and charter schools within the county for the purpose of achieving outcomes in relation to organizational objectives, and ensuring support for continuous improvement across schools and districts.

?       Participates in, coordinates, and provides leadership within the Reach Higher Shasta cradle to career initiative for the purpose of conveying or gathering information, enhancing working relationships, developing recommendations, and facilitating efforts to improve outcomes for students countywide.

?       Seeks out grant funding aligned to the work of SCOE programs and/or countywide initiatives, writes and/or reviews grant drafts for alignment/fulfillment of purpose to SCOE’s mission, vision, and values for the purpose of securing additional funding that helps expand the possible scope of work.

?       Participates in the collective bargaining process for the purpose of supporting the Superintendent in interactions with all bargaining units.

?       Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues for the purpose of educating and supporting SCOE and school district staff, making presentations and/or representing the Instructional Services Division and/or County Office at local, regional and state meetings and events.

?       Performs personnel administrative functions (e.g. hiring, mentoring, training, coaching, supervising, evaluating, providing professional development opportunities, disciplining, etc.) for the purpose of attracting, hiring, and retaining the best employees, maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department/program outcomes are achieved.

?       Prepares a wide variety of often complex materials (e.g. plans, proposals, budgets, funding requests, reports, analyses, recommendations, procedures, documents for Cabinet and Board meetings, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.

?       Responds to complex and critical reports and inquiries from a wide variety of internal and external sources regarding development, implementation and evaluation of district programs for the purpose of identifying relevant issues and recommending or implementing action plans.

?       Serves as a resource for instructional leadership services for the purpose of providing technical expertise and information regarding policies, procedures, goals and objectives, and development of new administrator programs and services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 30% walking, and 10% standing.  This job is performed in a generally clean and healthy environment.

Experience      Job related experience within a specialized field with increasing levels of responsibility is required.

Education        Master’s degree in job-related area.

Equivalency    A Master's degree or higher with emphasis in teaching and school administration is required. Effective administrative experience at a school site and/or district office and experience in curriculum and negotiations is required.

 

The stated education and experience requirements are the preferred minimum qualifications for this job.   However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
