The Los Angeles County Office of Education is seeking qualified, knowledgeable, and organized leaders to apply for the role of Custodial Operations Supervisor. The Custodial Operations Supervisor plans, coordinates, and supervises the activities of custodial services including the establishment of cleaning standard procedures, cleaning products, supplies, and equipment; assigns and monitors site cleaning schedules; coordinates moving, pest control, and asbestos services.

To plan, organize, schedule, and supervise custodial services provided to the offices and school sites operated by the Los Angeles County Office of Education; to evaluate, schedule and assign security systems for installation at various sites; to schedule and coordinate the provision of utility services for facilities; to coordinate the moving of equipment and furnishings; and to perform related as required.

 

DISTINGUISHING CHARACTERISTICS:
This class is distinguished from other classes in the following ways: Requires specialized subject matter expertise in the custodial maintenance of buildings, and facility operations; as well as significant, directly related and progressive experience. Knowledge is applied to personnel management within established guidelines. Under general direction, make decisions of moderate impact or consequence involving operations, and the interpretation of policy and procedures. has first-line supervisory responsibility for planning, assigning, reviewing, and evaluating the quality and quantity of work of semiskilled personnel. Most frequently meets with technical or administrative staff to coordinate information and activities and review policies, procedures, and alternatives.

 

SUPERVISION RECEIVED AND EXERCISED:
General direction is provided by the maintenance and operations officer. Responsibilities include direct and indirect supervision of skilled and semiskilled custodial maintenance personnel, and trades personnel of contractual vendors.

 

EXAMPLES OF DUTIES:
Duties may include, but are not limited to the following: Schedule, assign, and supervise the work of personnel involved in the cleaning and custodial maintenance of offices, school sites, and other facilities operated by the Los Angeles County Office of Education. Coordinate with school districts and direct contract cleaning vendors for cleaning services provided; plan work flow and review job assignments and frequency of schedules for various cleaning operations as determined by location, size, and layout of the facility; inspect all facilities serviced to see that the quality of work is maintained, and identify where improvement is needed; recommend policies for custodial and utility programs; monitor the progress and effective implementation of policies and programs; coordinate the building security methods and procedures for facilities with school administrators, security vendors and employees, and investigate complaints regarding services and needs to improve services; determine requirements and coordinate the provision of utility services for connection or disconnection at the Education Centers and other sites; consult with the school administrators regarding their needs and requirements utility services; coordinate the moving of office equipment and furnishings; coordinate contracts with moving companies and services; and investigate complaints regarding the services and needs to improve services; supervise, train, and evaluate subordinate personnel; develop and administer the budget as it pertains to custodial services, including requests for personnel, equipment, materials and supplies; communicate with the school administrators regarding needs and requirements for pest control services, and schedule and coordinate pest control activities at the Education Centers and other sites operated by Los Angeles County Office of Education; plan, develop and implement policies regarding work performance standards, instructions, staff development programs, and communications for all assigned personnel; perform related duties as assigned.

 

JOB REQUIREMENTS:
Knowledge of: Principles of organization, administration, personnel management, and budget preparation and administration; principles and techniques of employee selection, supervision, training, and performance evaluation; practices, processes, techniques, and materials used in the custodial maintenance and operation of buildings and related equipment and facilities; basic principles of contracting, purchasing, estimating, and preparation of specifications; federal, state and local laws, codes and regulations relative to building maintenance, safety and security; common cleaning materials and equipment; methods and procedures to determine requirements for and order the connection and disconnection of the utility services.

Ability to: Plan, schedule, organize and supervise the work of a staff of custodial maintenance workers; communicate effectively, both orally and in writing; perform simple calculations; follow written and oral instructions, and provide direction to subordinates to implement assigned responsibilities; inspect the work of contractors and employees to see that the quality of work is being maintained and identify areas where improvement is needed; determine conformance with schedules, plans and specifications; plan, schedule, and coordinate the installation and modification of security services; plan, schedule, and coordinate maintenance services; establish and maintain records, and order supplies and equipment; prepare written requests for supplies and services needed; establish and maintain cooperative and effective working relationships with others; supervise, train, and evaluate subordinate personnel.

 

MINIMUM QUALIFICATIONS:
Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three or more years of significant, directly related, and progressive experience performing custodial or janitorial work in an office setting. Two of the three years must have been spent at the lead or supervisory level with responsibility for the work of a custodial staff.

Education:
Graduation from high school.

Experience: Three years of experience performing custodial work in an office setting, including two years of experience in a lead or supervisory capacity with responsibility for the work of custodial staff. Additional Requirements: A valid California driver's license and the availability of private transportation or the ability to provide transportation between job sites is required. Incumbents are required to work flexible work schedules as well as be on-call for emergencies. Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
