Under the general direction of the Vice President of Student Services/Assistant Superintendent, the Associate Vice President (AVP) of Student Services may be assigned principal administrative responsibilities and oversight for the operation and management of any of the following throughout districtwide locations: The Children Development Center, Special Programs, the Empowerment Center, Counseling Department, Delta Connect Center, Outreach and Onboarding, Articulation, Accreditation, the Career/ Transfer Center, Associated Students of Delta College (ASDC), Student Life, and the Student Equity and Achievement Program plan, the Delta Health Center, and the Learning Communities. The AVP also provides supervision and direction regarding the District’s outreach and recruitment programs, probation, student grievances, and related student success initiatives and activities addressing student success mandates in the areas of Counseling, Orientation, Assessment, Education Planning and Follow-Up services.
The AVP of Student Services has broad influence in the development of interpretation and implementation of major policies and procedures pertaining to the Student Services areas assigned by the District, including: the selection and evaluation of faculty, management, and classified staff, preparation of faculty assignments, curriculum development, scheduling of classes; and program budget development and monitoring. In addition, the AVP is expected to lead deans, managers, counseling faculty, staff, and colleagues toward innovative student success practices and effective student learning outcomes and program review.
DISTINGUISHING CHARACTERISTICS
An Associate Vice President (AVP) serves as an educational leader and administrator. An AVP may have reporting responsibility for major programs and may supervise other managers, including multiple deans, directors, or managers. The AVP classification is reserved for the oversight of major college-wide programs, projects, or off campus programs.
SUPERVISION RECEIVED AND EXERCISED:
• Receives limited direction from executive level management. Incumbent works within a framework of established goals and objectives.
• Incumbent in this classification may assign, coordinate, supervise and evaluate the work of others.
RESPONSIBILITIES AND DUTIES:
• Provide administrative leadership for any of the following: Financial Aid, Admissions and Records, Special Programs, Counseling, Career and Transfer Center, Student Life, Community Outreach and Re- Entry Services, and the Student Peer Assistance Programs.
• Work closely with the Counseling Area in administering a comprehensive program of counseling and other student support services.
• Provide leadership in the development and implementation of Student Services programs and services.
• Oversee budgets and staff scheduling in assigned areas of responsibility.
• Assigned as the conduct officer or the chair for the Behavioral Intervention Team (BIT) or may be assigned as the ADA/504 Coordinator for students.
• Administrator in charge of the BIT that provides behavioral intervention support to students in crisis on campus, coordinates the student conduct system, and point of contact for mental health supports.
• Responsible for the oversight of the Delta Health Center and for sustaining the Memorandum of Understanding between the Community Medical Center and the District in hopes of expanding services and scaling opportunities for all students on campus.
• Facilitate the coordination of services among student services programs including standing in as the hearing officer ensuring standards within the Student Code of Conduct policies and procedures. Provides training for Hearing Panel members on student discipline, grievances, due process, and related policies and procedures.
• Participate in the planning, coordination, and implementation of the Student Equity and Achievement Program plan, the Guided Pathways Programs and Success Teams, and Basic Needs.
• Assist in the administration of operations and programmatic implementation of three or more of the following assigned categorical initiatives, that may include but are not limited to, assisting in the oversight of EOPS/CARE/Next UP, DSPS, CalWORKs, Empowerment Resources Program, Veterans Resources Center, Learning Communities, Transfer Programs and other relevant support services. Additionally, develops and promotes a campus climate based on trust, inclusion, collaboration, and respect, and encourages and facilitates avenues to achieve equitable outcomes and success for historically marginalized and disproportionately impacted student populations.
• Interpret, implement, and review College/District Board policies in Student Services.
• Participate in educational planning and policy development in conjunction with academic and/or student services deans and administrators.
• Initiate goals and objectives consistent with the mission and goals of the District.
• Participate in the planning and program development for the programs assigned to the Counseling and Student Services area.
• Participate in the hiring, supervision, and evaluation of faculty, management, and classified staff in the area of Counseling and Support Services.
• Develop, prepare, and monitor the planning and implementation and evaluation efforts of the programs assigned to the Counseling and Support Services area.
• Maintain appropriate evaluative methodology, statistical reports, and other records to assess accomplishments and define departmental needs.
• Serve on District standing and ad hoc committees as required.
• Encourage a climate of innovation and continuous program improvement and collaboration.
• Develop and monitor program reviews for departments/programs, including student learning and service area outcomes, assessments, and evaluation of data for the purpose of program improvement.
• Work closely with the Office of Institutional Research in order to assess and evaluate the counseling department and other student programs and services.
• Recommend to the Vice President of Student Services/Assistant Superintendent the development of policies and procedures needed to successfully implement goals and objectives.
• Serve as the Chief Student Services Officer in the absence of the Vice President of Student Services/Assistant Superintendent as assigned. The AVP of Student Services may cover for the Dean of Student Services and other managers.
• Assign, coordinate, supervise, and evaluate the work of assigned classified, faculty, and management staff.
• Other related duties as assigned
QUALIFICATIONS:
Knowledge of:
• Effective delivery of student support programs and services
• Federal/state regulations pertaining to veteran’s educational benefits, student equity, basic skills and student support programs and services
• Principles and practices of budget development and administration
• Basic research methodologies including needs assessments and methods for determining disproportionate impact
• Title 5 of the California Code of Regulations pertaining to student developmental, curriculum, and institutional services
• Pertinent sections of the California Education Code
• California State Chancellor’s Office legal opinions and advisories
• Higher education in community colleges, including the mission of the California Community Colleges
• Understanding of collective bargaining agreements as part of a shared governance process
• Successful interpersonal skills, organizational leadership, team building, staff development and communication techniques
• Computer based systems for administrative, business, and educational functions
• Principles and practices of administration, supervision, and training
• Methods and techniques of program development and administration
• Principles and procedures of report preparation
• Basic computer software use (e.g., Microsoft Outlook, Excel, Word, PowerPoint)

• Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds, and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.
Qualifications
EDUCATION AND EXPERIENCE REQUIREMENTS:
Education: Earned master's degree in counseling, career development, social work, organizational development, higher education administration, or a related field, or equivalent from an accredited college or university, doctorate preferred;
Experience: At least six (6) years of full-time instructional, student, and/or support services experience** in an institution of higher education with at least three (3) years of experience at the dean or senior management level.
**All educational administrators will be hired with at least two (2) years of full-time, post- secondary teaching experience.
