Job Summary

Job Summary

Under general direction of the Chief Business Officer or designee, plans, directs and controls the District’s centralized purchasing, contract administration and property lease management, material management, and related functions, including the following operations: Purchasing, Procurement Card Program Administration, Contract Administration, Public Works Contracting and Bidding, Mail and District Driver Services and other delivery services, Warehouse Operations, Fixed Asset Management and Surplus Disposal Program; assures fiscal responsibility of programs, purchases and services and maintains compliance with applicable laws, codes, rules and regulations; organizes and coordinates the acquisition and disposition of donated furniture and equipment to the District; supervise and evaluate the performance of assigned personnel.

Requirements / Qualifications

Education: Bachelor’s degree in business administration, public administration, merchandizing or related field. Experience: Five (5) years experience in purchasing and contracts with at least three (3) years of management/supervisory experience. Additional experience in purchasing and contracts management at a professional level may be substituted for all or part of the required four (4) year college or university degree or equivalent of one hundred-twenty (120) semester units of college-level course work on the basis of one year of full-time experience being equal to thirty (30) semester units of college-level course work in business administration, merchandising, public administration or a related field. Special License, certification or other requirements: • Valid Class C California Driver License and use of private or alternative means of transportation is required. • Evidence of proof of current automobile insurance is required. PHYSICAL REQUIREMENTS/DEMANDS Employees must be physically and mentally able to perform the essential duties of the position with or without reasonable accommodation and without hazard to themselves or others. • Hearing and speaking to exchange information. • Dexterity of hands and fingers to operate a computer keyboard. • Seeing to read a variety of materials. WORK ENVIRONMENT • Office environment. • Driving a vehicle to conduct work.
