Los Angeles County Office of Education is seeking qualified accounting and financial professionals for the Financial Operations Consultant position. The current vacancy is in the Controller's Office. The Financial Operations Consultant plans, organizes, coordinates, and conducts technical, consulting and advisory services for Los Angeles County Office of Education Local Educational Agencies (LEAS) (these include school districts, community colleges, Joint Power Authority (JPA), Regional Occupational Centers/Programs [ROC/P], Special Education Local Plan Areas [SELPAs], charter schools, Head Start Delegate Agencies and internal LACOE divisions (hereafter referred to as clients)) in the business and financial management aspects of educational administration; advises and trains clients in methods to comply with federal, state, and local requirements; and plans, organizes, develops and evaluates systems, processes and procedures for the improvement of budgeting, financial, and operational support services of clients.

Take your career to the next level. Become a Financial Operations Team Leader (FOTL) with the Los Angeles County Office of Education (LACOE). Becoming a FOTL requires that you have specialized subject matter expertise in public agency financial administration and professional accounting, governmental accounting, finance, organizational management, financial systems applications and related federal and state regulations. You will also be charged with the oversight functional supervision over a work unit.
The Well Qualified Candidate will have the ability to:
• Consult and advise on highly controversial and sensitive matters requiring tact, diplomacy, and confidentiality
• Analyze complex business and financial problems and develop effective solutions and recommendations
• Apply deductive and inductive logic in drawing conclusions
• Make decisions and assess risk based on calculated return-on-investment
• Evaluate and compare relative cost and value of what is to be exchanged
• Prioritize tasks and adjust priorities as situations change
• Flow information downward and upward in the organization
• Present information in a clear and organized manner
• Conduct or lead meetings
• Develop and conduct training classes and seminars
• Develop and maintain work relationships and continuously works to improve relationships, contacts, and networks
• Supervise, train, and evaluate subordinate personnel
• Understand, interpret, and apply complex technical and administrative laws, rules, procedures, and policies
Requires Five years of professional experience at a management level in accounting and finance administration, utilizing business and/or financial systems applications.
A Bachelor’s degree in business administration, accounting, finance or a field directly related to the duties and knowledge requirements of this classification, from an institution of higher learning accredited by a regional accrediting organization recognized by the Council of Higher Education Accreditation.

Education: A Bachelor’s degree in accounting, business administration, finance, or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council for Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. Experience: Four years of experience in professional accounting, budgeting, or financial analysis involving automated business accounting and reporting systems, including one year of experience in a supervisory capacity. Additional Requirements: A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites may be required. Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
