THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. Under the direction of the Coordinator of Early Learning Quality Improvement Initiatives, support school districts and Big Lift preschool programs across San Mateo County to shift preschool to third grade (P-3) early language and literacy instruction to align with the science of reading and structured literacy; convene Big Lift education staff, leadership, and preschool partners to address the multiple organizational levers impacting early literacy instruction; provide P-3 early literacy assessment training and logistical supports to preschool and TK-3 schools/districts partners; provide master coaching and training in science of reading aligned literacy instruction to select districts and preschool programs; design and conduct professional learning communities and serve as an internal preschool to third grade early literacy content expert. ESSENTIAL FUNCTIONS: Provide direct professional development and coaching as well as master professional development and coaching (coaching of coaches), to preschool to third grade teachers, coaches, specialists and administrators on early literacy instruction, literacy instructional leadership, early literacy assessment, response to intervention/MTSS, with a focus on science of reading aligned frameworks, strategies and methods. Assist in convening select district and preschool program literacy leads to align vision, strategies, and implementation related to early literacy instruction and practice. Research, prepare, and/or adapt change models and implementation tools needed to achieve systemic change in preschool to third grade aligned with the science of reading. MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: Bachelor’s degree in early learning and child development, early elementary, education, human services or a related field, and 3 years of directly related experience in early literacy and/or Pre K-3 teaching, training, programming, and project management and; EXPERIENCE: One year of coach and trainer experience or similar roles (preferred) WORKING CONDITIONS/ENVIRONMENT: Office environment. Driving a vehicle to conduct work. LICENSES & OTHER REQUIREMENTS: A CTC Child Development Program Directors Permit and/or Teaching Credential (optional) Note: This position is both STRS and PERS eligible Valid California Driver’s License. PHYSICAL REQUIREMENTS: Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information and make presentations. Seeing to read a variety of materials. Sitting or standing for extended periods of time. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A supplemental review (Tentative Date: September 7, 2023); and 2. An oral board examination conducted virtually via Zoom (Tentative Date: September 14, 2023).

BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,225.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Accrue 102 hours of sick leave 15 paid holidays 15 paid vacation days CALPERS Employer Contribution Work remotely one (1) day every week (applicable after initial 6 months pending supervisor approval) Flexible work schedule depending on position Commuter Benefit Tuition Reimbursement *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
