THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Under the direction of the Coordinator, Child Care Partnership Council, provide technical support, guidance and advice to staff seeking careers in early childhood education; build relationships and collaborate with programs and agencies to serve as recruitment pipelines for early childhood educators; perform outreach and public relations to promote awareness of early childhood education career opportunities. ESSENTIAL FUNCTIONS: Provide advice and assist existing and aspiring early learning staff on obtaining required credentials, degrees, or experiences necessary for careers in early learning education; provide information and guidance to prospective early learning educators in accessing local workforce pathway programs. Gather and share information on wrap-around services, businesses and other resources to support individuals in their career development; remain up-to-date on scholarship opportunities and other potential career and/or early childhood financial support that help individuals remain in the field. Develop relationships with child care and early learning programs, and share information with program directors to aid in supporting their staff achieve higher education or professional development goals. Build relationships with programs and agencies from which potential early childhood educators can be recruited, such as early childhood career tech programs, local high schools, colleges and universities, and job/career focused agencies. Develop relationships with Local Educational Agencies (LEAs) to support the establishment of pathways for high school students interested in careers in early learning or in P–3 teaching through clubs, registered apprenticeships, or other such early recruitment opportunities. MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: A Bachelor degree in Early Childhood Education or related field and; EXPERIENCE: Two years’experience teaching or working in an early childhood education program. WORKING CONDITIONS/ENVIRONMENT: Office environment. Driving a vehicle to conduct work. LICENSES & OTHER REQUIREMENTS: California Child Development Teacher or higher-level Permit preferred. Valid California Driver’s License. PHYSICAL REQUIREMENTS: Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information and make presentations. Seeing to read a variety of materials. Sitting or standing for extended periods of time. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A supplemental review (Tentative Date: August 11, 2023); and 2. An oral board examination conducted virtually via Zoom (Tentative Date: August 17, 2023).
BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,225.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Accrue 102 hours of sick leave 15 paid holidays 15 paid vacation days CALPERS Employer Contribution Work remotely one (1) day every week (applicable after initial 6 months pending supervisor approval) Flexible work schedule depending on position Commuter Benefit Tuition Reimbursement *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
