Job Summary
Essential Functions: Plan, organize, and direct payroll functions; supervise the daily activities of the payroll staff, and ensure the integrity of all data entered. Supervise preparation, production and distribution of monthly payroll; verify accuracy of payroll reports and prepare necessary journal entries to record transactions. Prepare and transmit monthly payroll and benefit transactions to external financial institutions as applicable. Oversee the input and processing of employee wage garnishments. Make adjustments to a payroll system to account for changes to FICA, Medicare, Social Security, state and federal tax rates, insurance premiums, or other regulatory or District requirements. Oversee Cal-STRS and Cal-PERS retirement system contributions and prepare monthly, quarterly, and annual reports as required. Perform monthly reconciliation of payroll, employee garnishments, and deductions for insurance, disability and Section 125 plans; process and transmit payments to insurance companies, banks, credit unions, employee organizations, or state agencies. Act as the primary contact for all federal, state, county agencies and audit firms. Attend seminars, conferences and other professional training to maintain currency in payroll law and practices. Prepare manual warrants as needed. Provide training and direction to staff on payroll processes, Cal-PERS and Cal-STRS retirement systems, Tax Sheltered Annuities, wage garnishments, employee association dues, and other benefit plans. Compile reports and perform detailed analysis using proprietary or mass market software programs such as MS Excel. Research and resolve routine and complex payroll problems. Prepare weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management. Verify income, wage or employment information of certificated, classified, and management staff for authorized external entities.
Requirements / Qualifications
Education, Training and Experience: Bachelor’s degree in finance, business or related field and and/or five (5) years of increasingly responsible experience in finance or payroll, preferably in a K12 public education environment; or Associate’s degree in business related field, and at least five (5) years of experience in payroll or related field for a large private or public entity. Supervisory experience is desirable.
