Under the administrative direction of the Director of the Whole Child Division and the Deputy Superintendent of the Student Support Services Branch, the Education Administrator I (EA I) supervises the Office of School-Based Health Programs (OSBHP) and assists leadership in policy development and program administration to advance an integrated care approach to health and well-being of school communities. The EA I manages the OSBHP professional education, analytical, and support staff to help address student physical and mental health and wellness and performs the following duties:
Policy Development/Implementation: Directs the formulation and implementation of strategies to carry out policies, programs, and priorities of the State Superintendent of Public Instruction, the California Department of Education (CDE), and the State Board of Education to form an integrated care framework to support school communities in addressing student and staff physical, social, mental, and emotional health; recommend and obtain approval to provide direction on policies and local implementation strategies; supervise the implementation of program tasks; independently determine routine decisions; propose changes, including regulations and legislation, designed to improve the programs assigned to the unit.
Using an integrated care framework, the EA I supports, facilitates, and oversees strategic partnerships within CDE, as well as with other state agencies and community partners, to establish a comprehensive, robust state system of care for students and families with a focus on sustainability, data collection, research, and evaluation. This includes, but is not limited to, ongoing collaboration with the Department of Health Care Services to leverage Medi-Cal funds for services in schools, strategic implementation of statewide health and behavioral health initiatives, ensuring interagency coordination in serving students, and building capacity around coordinated school health programs. The EA I implements programs and promotes strategies to support equity in student health, safety, and well-being through development and implementation of federal and state policies related to a whole child approach to education using an integrated care framework, as well as interagency coordination with a focus on school health, behavioral health, Medi-Cal billing options for local educational agencies and expanding access to care in school environments. Central to this work is supporting leadership with administering a variety of grant programs, statewide initiatives, and technical assistance efforts.
Directs and supervises staff assigned to the unit, including Education Programs Consultants, analysts, and support staff; determines ongoing work assignments and delegates responsibilities; directs daily activities and special assignments; reviews work products for accuracy and completeness; monitors and evaluate performance; approves travel and leave requests; conducts, arranges, and approves training.
