Under the direction of the Associate Superintendent-Student Programs, plan, organize, control and direct Special Education Local Plan Area (SELPA) operations, activities and services to assist SELPA LEAs in meeting the needs of County students with disabilities; coordinate and direct communications, information, personnel, resources, training and staff development functions, and budgets to support the efforts of SELPA LEAs, enhance student learning and achievement and assure smooth and efficient Department activities; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize, control and direct SELPA operations, activities and services to assist SELPA LEAs in meeting the needs of County students with disabilities; establish and maintain SELPA time lines and priorities; monitor, analyze and adjust regional services in response to student needs, learning and achievement; interpret, coordinate and direct the implementation of the Local Plan; assure related activities comply with established standards, requirements, laws, codes, regulations, policies and procedures. Coordinate and direct communications, information, personnel, resources, training and staff development functions, and budgets to enhance student learning and achievement and assure smooth and efficient Department activities; oversee the development and implementation of the SELPA plan and related projects, calendars, standards, services, strategies, goals and objectives. Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; assure employee understanding of established requirements. Plan, organize, control and direct operations and activities to enhance faculty and administrative understanding of educational practices, instructional material guidelines and requirements, curriculum and instructional strategies related to students with special needs; oversee and participate in the development and implementation of curriculum standards to meet special education student needs. Provide consultation and technical expertise to staff, faculty, administrators, parents, school districts, outside agencies and others concerning SELPA-wide special education programs and services; respond to inquiries and provide technical information concerning related standards, requirements, issues, principles, practices, techniques, curriculum, funding, laws, codes, regulations, initiatives, policies and procedures; assist districts with resolving due process, hearing and mediation issues. Coordinate and direct Surrogate Parent, Community Advisory Committee and Parent Support Group training and education activities; direct the development and implementation of training and staff development activities for faculty and others concerning SELPA-wide programs, services, instruction and curriculum; assure proper explanation of related principles, theories, standards, guidelines, requirements, practices, procedures and techniques. Maintain current knowledge of educational methods, practices and standards related to SELPA and related laws, codes, regulations, policies and procedures; provide recommendations to LEAs to implement and modify programs and services to assure compliance with local, federal and State standards and requirements as needed; develop new and innovative educational programs and support services. Coordinate and direct SELPA communications, resources and information between teachers, administrators, staff, outside agencies, school districts, students, parents and others; investigate, analyze and facilitate proper and timely resolution of staff, administrative, student, parent, due process and various other issues, disputes and conflicts. Monitor and analyze SELPA operations and regional services for educational effectiveness and operational efficiency; respond to administrative, staff and public input concerning educational needs; oversee the research, development and implementation of programs, policies and procedures to enhance the educational effectiveness, operational efficiency and capacity of SELPA to meet student needs. Administer promotional and marketing activities to facilitate community awareness of SELPA programs and services; oversee the preparation and distribution of related informational materials; coordinate press releases and the placement of advertisements; contact legislators to promote SELPA goals, objectives and legislation enhancing support for related programs and services. Assure adequate resources and personnel to meet SELPA and related school district and student needs; monitor staffing needs and initiate recruitment activities as appropriate; assure proper development and maintenance of data management systems related to SELPA; develop, negotiate and maintain agreements, contracts and MOU’s. Develop and prepare the annual preliminary SELPA budget; determine budget priorities; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; coordinate the disbursement of State and federal funds related to SELPA; research, obtain and maintain grants and other funding sources. Provide technical information and assistance to the Associate Superintendent, Board members and others regarding SELPA issues, needs and activities; assist in the formulation and development of related policies, procedures and programs. Direct and participate in the preparation and maintenance of a variety of records, reports and files related to SELPA programs, services, budgets, personnel, trainings, attendance, placements, grants, goals, funds, accountability, compliance, financial activity and assigned duties; oversee the preparation, development and distribution of SELPA-related forms, handbooks and correspondence. Monitor the development, preparation and implementation of SELPA LEAs’ Individualized Education Plans for compliance with established requirements; monitor and assure proper preparation and maintenance of related documents, records and reports. Communicate with administrators, personnel and outside agencies to exchange information, coordinate activities and programs and resolve issues or concerns; establish and maintain partnerships with outside agencies to facilitate and enhance support for SELPA services. Operate a variety of office equipment including projectors, audio-visual devices, computers and assigned software; drive a vehicle to conduct work. Coordinate, attend and conduct a variety of meetings and committees; present materials and information concerning SELPA-wide programs, services, operations and activities; represent SELPA and the County Office at local, regional and State meetings, conferences, in-services, boards, councils and events; prepare and develop agendas. EDUCATION AND EXPERIENCE: Any combination equivalent to: master’s degree in education or related field and five years administrative experience working with special education programs. LICENSES AND OTHER REQUIREMENTS: Valid Administrative Services Credential. Valid California driver's license. WORKING CONDITIONS: ENVIRONMENT: Indoor work environment.
