VISTA UNIFIED SCHOOL DISTRICT CERTIFICATED JOB DESCRIPTION TITLE OF POSITION: Assistant Superintendent, Educational Excellence A. Primary Function: As a Leader within the Executive Team, leads and supports the implementation of the District’s Blueprint for Educational Excellence and Innovation for Learning, Professional Development, Assessment, and Improved Student Achievement. B. Directly Responsible to: Superintendent C. Staff Assigned: Educational Excellence Department staff including all certificated, classified, and management staff D. Representative Duties: Oversees the development of a clear vision for the Curriculum and Instruction department to work collaboratively and productively toward the achievement of Academic Excellence for students and in fulfillment of the District’s Blueprint for Educational Excellence and Innovation, the LCAP, Board Goals, and the District’s Vision, Mission, and Values. E Ensures for the implementation of the California Common Core State Standards. E Ensures appropriate resources are provided to support the implementation of the Common Core State Standards. E Ensures appropriate, high-quality professional development is offered to support certificated and classified efforts to ensure students are proficient in the Common Core State Standards. E Supports a district culture of college and career preparedness. E Supports student success through formative and summative assessment practices and programs that are in alignment with the Common Core State Standards. Prepares for and present progress reports to the Board of Trustees. E Facilitates Task Force teams and report progress to the Board of Trustees. Supports, through vision, resources, and professional development, magnet programs, enrichment programs, and intervention programs, including but not limited to International Baccalaureate Programmes, Advanced Placement, AVID, STEAM, Blended and Online Learning, Career Technical Education (CTE), Response to Intervention, Special Education Co-Teaching and Inclusion, and Visual and Performing Arts. Serves as the District Lead Representative at regional and local forums attended by instructional leaders. Coordinates and facilitates site-leader meetings, curriculum council, District Parent Advisory Committee (DPAC) and District English Learners Advisory Committee (DELAC) meetings. E Partners with universities and organizations that have been approved to collaborate with the District in support of learning initiatives. Visits school sites and classrooms, engaging with certificated and classified employees and students, on a regular basis. E 14. Supports the implementation of technology that improves student achievement. 15. Evaluates department administrators and principals. 16. Evaluates effectiveness of programs on a regular basis to ensure allocated resources and practices are resulting in student achievement. E 17. Ensures site-based Single Plans for Student Achievement are in alignment with the Blueprint for Educational Excellence and Innovation. E 18. Oversees and supports secondary schools with accreditation (WASC). 19. Collaborates with the Business Services and Human Relations Departments to ensure budgetary resources and highly qualified staff appropriately support student achievement. E 20. Oversees accountability and preparedness for Federal Program Monitoring. 21. Oversees all after-school programs, including AM/PM, ASES, intersession, and summer school. 22. Designated as the Equal Employment Opportunity/Affirmative Action/Title IX compliance officer for the District. 23. Ensures for compliance with the Williams Act as it relates to instructional materials, including textbooks. E 24. Implements intervention plans for schools in School Improvement status. E 25. Drafts administrative regulations and board policies to support student achievement. 26. Creates content for website as it pertains to this department. 27. Performs other related duties as assigned by the Superintendent. E. Minimum Qualifications: 1. At least twelve (12) years of increasing responsibility in teaching and administrative experiences in education 2. Experience as a site principal and/or district-level leader experience preferred 3. Knowledge of National, State, and local educational goals, initiatives, and objectives 4. Knowledge of learning theory research, early literacy, program planning, curriculum development, and management of instructional programs 5. Knowledge of statutory and regulatory requirements in area of responsibility 6. Experience supervising, evaluating, and supporting employees, certificated and classified 7. Experience as a collaborative effective communicator (writing, speaking, listening) public speaker, facilitator, and presenter 8. Knowledge and Experience using California Common Core State Standards and formative and summative assessment systems 9. Experience using data to inform curricular program decisions 10. Experience working productively with Employee Association groups 11. Valid Clear Administrative Credential and Master’s Degree required 12. Recognized as a school administrator with high personal integrity and superior communication skills F. Qualifications: Knowledge of: California Education Code, California Administrative Code, policies and regulations of the district Relevant educational research and an understanding of research and design related to curriculum and instructional services Strategies and goals toward achievement of state grade level standards, curriculum development strategies, instructional delivery systems, and program evaluation processes Principles and methods of modern finance and budget administration, as they apply to funding and reporting of curriculum and instructional programs Selection, training, supervision, and performance evaluation Interpersonal skills using tact, patience, and courtesy Abilities to: Communicate effectively orally and in writing Work in a diverse socio-economic and multicultural community Maintain consistent, punctual and regular attendance Select, train, supervise and evaluate the performance of assigned staff Maintain current knowledge of trends and developments in curriculum and instruction Develop and monitor a program budget Prepare and present a variety of financial reports and program summaries Plan, coordinate and direct education programs Analyze complex problems, develop solutions and make effective decisions and recommendations Develop and maintain appropriate internal program evaluation and reporting mechanisms Establish and maintain effective and collaborative working relationships with a variety of groups, individuals and community agencies G.
