 POSITION:         Coordinator - Youth Support Services

 

Purpose Statement

The job of Coordinator- Youth Support Services is done for the purpose/s of coordinating an assigned program and related activities within the Foster & Homeless Youth programs; providing information to others; providing resources for districts in curriculum, intervention, instruction and special education services; maintaining a high level of quality and responsiveness; implementing and maintaining services and resources to Shasta County school districts and educational partners while assisting with compliance within established guidelines, policies and state/federal regulations.

This job reports to the Assigned Administrator/Supervisor.

 

Essential Functions

?       Collects data (e.g. needs of students and assessing risk factors, psychological evaluations, Behavior Plans, Discipline/Attendance records, student achievement, long range planning, etc.) for the purpose of establishing student profiles for appropriate placement.

?       Participates in meetings with agency partners for the purpose of assuring appropriate education resources are addressed for youth in assigned programs. 

?       Supports the coordination of district participation in the annual point in time (PIT) count.

?       Communicates with Social Workers frequently to assure educational stability of foster & homeless youth.

?       Collaborates with others to provide technical expertise (e.g. SCOE personnel, district personnel, community organizations, etc.) for the purpose of implementing and maintaining services and/or programs for instructional services.

?       Facilitate and support the educational communities’ participation and implementation of the designated countywide database(s), including technical assistance and maintenance.

?       Coordinates and supports program components, needs and materials for the purpose of meeting District and/or grant/program guidelines.

?       As designated, participates and/or facilitates meetings for students in assigned programs for the purpose of assuring educational goals and objectives are meeting the needs of the student.

?       Coordinates local planning with probation, child welfare, mental health, social services, SELPA, Districts of Residence and LEA’s for the purpose of supporting implementation of school-based support infrastructures and data sharing to improve the educational outcomes for youth in designated programs.

?       Consults with county school districts and community agencies (e.g. laws and mandates relating to the education of students in foster care and those who are experiencing homelessness, etc.) for the purpose of ensuring federal and state regulations are being followed.

?       Maintains a variety of manual and electronic files and/or records for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.

?       Facilitates the coordination of transportation to school of origin on behalf of youth experiencing homelessness and explores new and emerging transportation options.

?       Prepares a variety of program-mandated reports and data entry for the purpose of complying with program requirements and exchange of data in a timely manner.

?       Participates in meetings, workshops, trainings, and seminars (e.g. SARB Quarterly meetings, Foster & Homeless Youth State Collaborative and Regional Collaboratives, etc.) for the purpose of conveying and/or gather information required to perform functions.

?       Provides technical expertise, consultation, coordination, professional development and/or coaching to SCOE or districts in the area of assigned content (community-based resources & new and emerging foster/homeless youth legislation) for the purpose of contributing to quality resources and educational outcomes.

?       Responds to issues and inquiries from school district administrators, parents and educators regarding educational reform, school improvement efforts and providing special education for students with disabilities for the purpose of assisting districts with educational compliance for foster and homeless youth.

 

Other Functions

?       Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: developing effective working relationships; utilizing conflict resolution techniques; operating standard office equipment; approved curriculum and instructional materials; planning and managing projects; preparing and maintaining accurate records; estimating required resources; facilitating meetings; using pertinent software applications; and curriculum planning and development.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems.  Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: concepts of grammar and punctuation; community resources; district policies and procedures; business telephone etiquette; codes/laws/rules/regulations/policies; keyboarding; knowledge of community resources; office application software; adult learning theory; and practices of personnel administration and knowledge of casework, social work, school counseling and therapy.

ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; operating within a defined budget. Utilization of resources from other work units may be required to perform the job's functions. There is a continual opportunity to impact the organization’s services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 15% walking, and 25% standing.  The job is performed under minimal temperature variations.

Experience      Job related experience with increasing levels of responsibility is required.

Education        Bachelor’s degree in job-related area.

Equivalency    Any combination equivalent to: Bachelor’s Degree in education, social science, social work or related field and three (3) years experience in positions requiring family and/or student engagement, conflict resolution and knowledge of community resources. Master’s Degree desired.

 

The stated education and experience requirements are the preferred minimum qualifications for this job.   However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
