TRANSPORTATION DISPATCHER

DEFINITION

Under general direction of the Transportation Director, develop and coordinate highly complex logistical bus schedules for both mainstream and special needs students. This includes, but not limited to, daily routes, summer school routes, field trips, athletic events, and other District functions. Performs other related duties as required.

EXAMPLES OF DUTIES

Plan and prepare school bus routes, schedule special activity/field trips; assign and direct bus drivers and equipment, including school buses. Drive a school bus when needed. Must be able to demonstrate effective communication skills with school site staff, parents, administrators, and bus drivers via the phone, in person, or two-way radio. Must be adept at resolving conflict involving student discipline/behavior problems, parental questions and complaints. Update and maintain student data and route information using a complex computerized routing program. Make timely provisions to routes when students move or are new to the district.  Coordinate all route changes with site administrators, parents, daycare providers, and drivers.  Utilize the complex routing system to maximize efficiencies in all areas of routing. Update student data as IEP is completed.  Provides drivers with medical information on students with new or existing medical or behavioral disabilities and how the disabilities will affect the student’s bus ride.  Maintain and protect confidentiality of IEP/medical information. Provide supportive assistance to families. Attend IEP meetings if necessary.  Use spreadsheets to track daily attendance, route miles and route hours for contract services provided to other school districts.  Prepare monthly billing and year-end billing reports for other contract school districts. 

EMPLOYMENT STANDARDS

Education and/or Experience: High school diploma supplemented by course work in general office skills required. Minimum of three years of technical clerical and record keeping experience required.  Two years of computer experience to include data entry, and technical ability to change and maintain computerized routing program. 

Knowledge and Skills: Knowledge of State of California commercial driver and school transportation regulations, vehicle codes, local laws and regulations; California Vehicle Code relating to school bus operations; California Education Code; defensive driving practices and procedures; District Board Policy, and current industry standards relating to student transportation.  Must be able to quickly learn and apply the concepts of zone routing utilized in route development. Must have sufficient communication skills to project a positive image and convey basic information to customers, students, parents, staff and law enforcement. Requires an intermediate to advanced knowledge of computers or other related technical skills.These skills include word processing, spreadsheets and databases. Four years of progressively responsible experience in transportation or logistics. Requires good English, grammar, spelling, punctuation and math skills. Requires technical knowledge of bookkeeping. Spanish as a second language is a plus.

Abilities:  Requires the ability to perform the duties of the position efficiently and effectively, under minimal supervision with frequent interruptions. Must be able to understand and apply District rules, regulations and policies. Requires the ability to operate standard office machines and equipment, including computers, copiers, calculators, printers, etc. Must be able to maintain records and prepare reports.  Requires the ability to communicate with peers and other District staff or public in a manner reflecting positively on the department and District.

Physical Abilities: Requires the ability to communicate on a formal and informal level with individuals both inside and outside the District setting.  Requires good hand-arm, leg-foot, and finger dexterity in order to drive a school bus, and operate a keyboard or other office equipment.  Must be able to stand, walk, climb, bend, twist, kneel, crawl and stoop for extended periods of time.  Requires visual acuity to read words and numbers; speaking and hearing to communicate in person, over the telephone, or by two-way radio. Requires sufficient arm, hand and finger dexterity in order to operate keyboard, typewriter (45 wpm) and other office equipment. Requires visual acuity to read words and numbers.

Licenses and Certificates: Requires the ability to obtain and maintain a valid California Commercial Driver’s License within six months of hire date; medical examination card; valid California Special Driver Certificate with a School Bus endorsement; valid California Driver’s License; and a valid ARC First Aid Certificate.
