JOB SUMMARY

Under the direction of the Superintendent or Designee, the Coordinator of Student Safety and Support shall be responsible for ensuring

a safe and supportive learning environment for all students at every school site by promoting and supporting programs for student attendance, safety, health and wellness at district schools. Specific responsibilities will include all aspects of district emergency preparedness plan and comprehensive safety plan; K-12 student support services including student transfers, anti-bullying programs, suspensions, expulsions, attendance, support and welfare services. The Coordinator plans, organizes and implements a comprehensive educational program for promotion of safe and respectful school culture including: character education and anti-bullying programs. Monitors programs for student attendance and welfare services; supports schools with alternative solutions for discipline and attendance problems; finds alternative educational placements and provides training in areas which have liability and legal ramifications. Provides coordination and oversight of the district’s student expulsion and expulsion hearing processes; structures programs and services for students in relation to district priorities in terms of types of services offered, and coordinates the provision of community service agency services for students.

 

QUALIFICATIONS

a.             Required:

1.             Possess a Bachelors Degree and a valid California teaching, special education, or pupil personnel credential, and a valid California School Administration credential authorizing service as a school administrator.

                2.            Knowledge of programs, laws, and procedures for at-risk students and student discipline.

                3.             A minimum of three (3) years of successful school administrative experience at the site level.

                4.             Previous experience handling student suspension, expulsions and expulsion hearings.

                                 

b.           Desirable:

                1.             Bilingual (English/Spanish).

                2.             Possess a Masters Degree in Education or related field is required.

3.             Five or more years of successful school administrative experience at the site level, secondary level preferred.

4.             Three years of successful teaching experience.

5.             Background in substance abuse prevention, intervention, and suppression programs, crisis intervention, and

gang activity suppressive programs.

 

DUTIES AND RESPONSIBILITIES

  1. Provide assistance to schools in developing programs to ensure a positive student learning environment, including safe schools, violence prevention, drug/alcohol/substance awareness and conflict mediation.
  2. Work with each site administration to develop a consistent and proactive K-12 anti-bullying program; provide related training and curriculum support to each site; research effective programs; monitor regularly, evaluating the effectiveness of the programs on an annual basis. Coordinator will provide regular updates on plans and implementation progress.
  3. Ensure that the district and each school has comprehensive and well-developed school safety plan and procedures in place including a functioning Incident Command Team and emergency preparedness plan. Monitors training and drills to ensure each school adheres to policies regarding fire drills, lockdown drills, and evacuation drills. Reviews plant and facilities safety needs for students and staff.
  4. Coordinates updates and communication with local law and emergency response officials for each school. Prepares and conducts effective and regular training of school administrators. Under direction of county emergency and disaster preparedness plan, conducts annual drills in accordance with law; providing training and support to district departments and school sites on protocols; monitoring effectiveness of drills and completion of required reports or documentation as needed.
  5. Work closely with the Superintendent or Designee to implement consistent behavior and discipline policies and procedures at each school site; make presentations to the board of education regarding suspension and expulsion recommendations and decisions;
  6. Serve as the liaison between district and school sites concerning at-risk students and programs; and, develop and coordinate a community advisory group concerning at-risk students, programs and services.
  7. Serve as the liaison to various social services and law enforcement agencies and the anti-gang task force.
  8. Work cooperatively with District administration, school principals, and community agencies in the interpretation, implementation and enforcement of State compulsory education laws. Plan, organize, and direct the District student attendance and support programs. Assist schools in the management of their attendance and welfare programs and procedures.
  9. Provide leadership for the District’s Drug and Tobacco Prevention Education Program.
  10. Remain current with developments in law, legal opinions and administrative matters relating to the position.

11.  Consult with District and site administrators and principals on updates in laws and regulations related to attendance and

        Student discipline.

 

12.  Organize and implement rules and responsibilities related to the District’s School Attendance Review Board (SARB).

13.  Implement the District’s regulations and procedures related to inter-District and intra-District transfers; provide oversight of the

student transfer process; communicate with families regarding the status of transfer requests.

14.  Maintain an effective working relationship with community agencies concerned with the welfare of youth, such as the Police

       Department, County Probation Department, Anti-Gang Task Force, and County Welfare Department.

15.  Represent the District in matters related to District responsibilities in discipline and alternative programs and services including

suspension, expulsion and special placements.

16.  Serve as the Superintendent’s designee in the coordination and oversight of the district’s student expulsion and expulsion hearing

processes. Plan/design annual staff development for site administrators to support and reinforce procedures and laws relating to student discipline, suspensions, and expulsions.

17.  Review, audits, and evaluates the student discipline program, including advising, counseling and assisting in instructional,

        support, and ancillary personnel in problem solving activities pertaining to student behavior management, shaping, and control

        problems, and in the determination of alternative problem solutions.

18.  Evaluate student attendance processes and procedures, and as necessary recommends revisions to the process to ensure effective

        and efficient operational mode.

19.  Maintain ongoing two-way communication with faculty and staff to develop solidarity and support for the District's and schools’

        long-range goals as well as the day-to-day operations.

20.  Evaluate personnel performance according to District policies, procedures, and employee bargaining agreement requirements, as

        assigned.

21.  Establishes and maintains effective working relationships with parents, community members, outside agency personnel and other

        interested school stakeholders.

22. Promotes positive staff morale and commitment; acknowledges accomplishments of colleagues and subordinates; achieves

        positive staff relations by maintaining effective communication with teachers, aides, clerks, and administrators.

23. Fulfill other legal requirements of position as prescribed in the Education Code.

24.  Respects and maintains confidentiality. 

25.  Strives to continually improve management and administration skills and abilities, including attending college courses,

        workshops, training seminars, and professional conferences.

26.  Works closely and cooperatively as a member of the District management team; follows and implements District policies.

27.  Serves on district, school, and community committees.

28.  Other related duties as assigned by the Superintendent or Designee.
