About the Employer

We are a unified school district serving more than 16,150 students in grades K -12. We have thirteen elementary schools, four middle schools, two comprehensive high schools, three specialized high schools, two alternative high schools and one K-8 school. We also offer a home schooling program, adult education courses and other unique programs to fit the needs of all students. Our school district employs approximately 1,100 certificated and nearly 900 classified employees. Antioch Unified School District is centrally located in the East Bay and provides ready access to scenic mountains, waterfronts, wine country, historical sites and the Pacific Ocean. Antioch is known as the “Gateway to the Delta” and is one of California’s oldest cities, with a diverse community of approximately 100,000. The Antioch Unified School District is a Merit System District. As such, final selection of our classified staff members will be made from candidates who have been placed on an eligibility list. Basic Function: Under the direction of the Chief Human Resources Officer; serves as coordinator for the Human Resources division; oversee, identify, evaluate, develop, implement and maintain systems and procedures supporting Human Resources; administer health and welfare benefits, plans, programs and activities; plan, organize, direct and administer Workers’ Compensation program and all related services; serve as a liaison and coordinate communications and information between personnel, administrators, brokers, providers and other outside agencies concerning employee benefits programs; train and evaluate the performance of assigned personnel.

Education and Experience: Any combination equivalent to: bachelor’s degree in public administration, business administration, human resources or related field and five years increasingly responsible human resources experience involving employee benefits programs including work with Workers’ Compensation functions. Knowledge of: Organization and direction of enrollment, advisement, Workers’ Compensation, record-keeping, orientation and other activities and services related to District health and welfare benefits programs; Principles, practices, procedures and terminology used in health and welfare benefits administration; Human resources information systems functions, principles, practices, procedures and terminology; Practices and procedures related to human resources; Employee benefit packages and insurance programs; Workers’ Compensation requirements, practices and procedures; Complex accounting practices, procedures and terminology; Policies and objectives of assigned programs and activities; Preparation, review and control of assigned accounts; Processing and evaluation of Workers’ Compensation and various insurance claims; Employee benefits enrollment practices and procedures; Principles and practices of supervision and training; Applicable laws, codes, regulations, policies and procedures; Interpersonal skills using tact, patience and courtesy; Record-keeping and report preparation techniques; Oral and written communications skills; Operation of a computer and assigned software at an intermediate level (refer to full job description for complete details).
