Superintendent of Education Services, the Director will supervise school safety programs; coordinate the Districts emergency operations; oversee the district expulsion process and Child Welfare and attendance (CWA) procedures. Job Description – Director of Special Projects and Student Services

 

Basic Function:  Under the direction of the Assistant Superintendent of Education Services, the Director will supervise school safety programs; coordinate the District’s emergency operations; oversee the district expulsion process and Child Welfare and Attendance (CWA) procedures.  Provide assistance to schools in planning and implementing programs and special projects to support services to students.

 

Representative Duties:

(All duties are essential functions of the position)

  • Coordinate, train and implement District-level plans to manage District operations during all emergencies
  • Analyze and revise school safety plans based on current research and best practices
  • Coordinate, train and implement comprehensive all-hazard safety training for staff and students; coordinate district wide drills and table-top exercises
  • Provide recommendations, coordination and direction of district security personnel
  • Assist in the development and implementation of programs to prevent students’ use of drugs, alcohol, or tobacco and/or gang involvement; assist in the development and implementation of school safety grants
  • Coordinate the district’s Crisis Response Team, Emergency Operations Center and represent the district on the interagency committees
  • Coordinate, train and implement district and site safety programs including the Emergency Response Plans, NIMS, SONGS, Emergency Operations Center, Mobile Command Unit and Emergency Communications Systems
  • Act as the district liaison with law enforcement, fire and other safety agencies

  • Develop, maintain and coordinate all district wide reporting efforts pertaining to safety and CWA requested by local, state and federal agencies
  • Coordinate and oversee district wide maintenance of all student records and the processing of materials from these records as requested by authorized persons and/or agencies; serve as the District’s custodian of student records
  •  Oversee, update and coordinate the annual distribution of the “parent and guardian rights and responsibilities notification” pursuant to Education Code 48980
  • Assist in developing and updating appropriate Board policies, regulations and administrative procedures and participates in and develops research projects in the area of safety, CWA, and federal and state programs including, but not limited to, Local Control Accountability Plan, Uniform Complaint Procedures, etc.
  • Provide leadership in the resolution of parent complaints, staff complaints and operational problems related to safety, athletics, and student services
  • Identifies and provides professional development opportunities for personnel throughout the district in the areas of responsibility
  • Plans and oversees the management and monitoring of assigned program budgets and prepares and submits all required local, state, and federal reports.
  • As part of the Management Team, assists in developing and achieving District goals, procedures, and policies.
  • Plans, trains, and provides for effective utilization of program paraprofessionals.
  • Prepares and assists all required program applications and reports.
  • Plans, monitors, and assists with Federal Program Monitoring for related programs.
  • Supports parent communication and involvement.
  • Serve as the administrator assigned to submit documents and access information via the California Accountability and Improvement System (CAIS).
  • Consult with private schools regarding Title I services.
  • Ensure responsibility and accountability through ongoing site visits.
  • Ensure adherence to federal and state law, requirements and district policies.
  • Assume related duties and responsibilities as assigned.

  • School culture and ways to support struggling learners
  • Effective approaches for partnering with outside agencies and support staff
  • Procedures, policies and terminology used for program compliance and student demographics.

  • Maintain professional competence/advanced preparation through participation in in-service education activities provided by the District, County, State and/or self-selected professional growth activities.

  • Excellent communication and interpersonal skills, with the ability to lead staff development and engage with a wide range of stakeholders
  • Ability to efficiently interpret, manage, and utilize multiple sets of data in order to best support student’s progress; experience planning and managing complex projects
  • Ability to learn laws, rules, policies, practices and procedures related to public education, safety, athletics, and child welfare and attendance specific to Fillmore Unified School District

  • Ability to be flexible and revise priorities in accordance with requirements of the Superintendent or designee

  • Possess a valid Administrative credential.
  • Experience as a K-12 teacher in public school
  • A minimum of five years of experience as a public school administrator.  Principal experience is preferred.

Work Year and Salary Range: 213 days, appropriate placement on the Director’s Salary Schedule.
