Job Description / Essential Elements:    Print   
Education and/or Experience: 
  • Bachelor’s Degree in Early Childhood Education preferred.  Master’s Degree or Credential desired. 
  • California Child Development Program Director Permit preferred. 
  • At least 5 years Non-Profit Management experience preferred 
  • Applicant must demonstrate skills, knowledge and qualities which may result from formal education and at least five years of experience in a business supervisory/management capacity, non-profit operational and financial management, early childhood education, or related areas.   
  • Must pass pre-employment physical examination, TB test, and fingerprint clearance following an offer of employment.    
Duties and Responsibilities: 
Specific responsibilities and duties shall include but will not be limited to the following: 
  • Oversees the pre-and-post awards of funding, predominately from the State of California Department of Education, Child and Adult Care Food Program, MAAC, and Easter Seals. 
  • Oversees all accounting functions including those necessary for auditing, budgeting, financial analysis, capital asset and property management, tax reporting, and payroll in accordance with generally accepted accounting principles, board policies and procedures, and all other applicable rules and guidelines. 
  • Oversees all aspects of human resource management 
  • Interacts with affiliates, government agencies, individuals, community and civic organizations, philanthropic groups, or individuals to cultivate and develop relationships to support and benefit ECCDC.  
  • Responsible for keeping ECCDC in good standing with all licensing and funding agencies. 
  • Manages existing fundraising efforts while strategically expanding local fundraising opportunities and enhancing donor and community relationships. 
  • Is responsible for grants and contracts management including negotiating agreement terms that reflect the needs of ECCDC.  Coordinates to finalize agreement terms; monitors progress of agreements and maintains agreement documentation to ensure fulfillment of agreement terms including receipt and expenditure of funds. 
  • Assists in the development of current and long-term organizational goals and objectives, budgets, policies, and procedures for ECCDC operations.  Establishes plans to achieve goals set by the Board of Directors and implements agency policies. 
  • Works closely with administrators, supervisors, and their staff members to ensure they are provided with appropriate support systems. 
  • Works closely with administrators and staff to analyze and evaluate vendor services, purchasing, and employee benefits to determine programs and providers that best meet the needs of ECCDC.  Makes recommendations to the Board of Directors, negotiates services, terms and premiums and executes contracts with benefit plan providers, supply and service vendors, auditors, and consultants. 
  • Perform other duties as assigned 
Knowledge of: 
  • ECCDC organizational goals 
  • Principles of budget development/monitoring, and data analysis   
  • Practices and principles of employee supervision, evaluation, staff development, and staffing 
  • Safety precautions and procedures 
  • Administrative procedures and compliance requirements 
  • Oral and written communication skills in English. (Bilingual in Spanish advantageous) 
  • Theories/strategies of early childhood development to encourage student growth both socially and academically 
Ability to: 
  • Interact with ECCDC staff and community to implement plans to reach organizational goals 
  • Assure compliance with all regulations 
  • Communicate effectively both orally and in writing to ECCDC staff, Board of Directors, parents, and as a representative of ECCDC to community organizations or individuals 
  • To prepare and present clear, concise, and timely reports 
  • Exercise confidentiality and discretion 
  • Maintain effective systems of internal controls to account for all receipts and expenditures of funds 
  • To manage corporate funds to maximize earnings under State and Federal regulations 
Environment/Physical Abilities: 
  • Office environment  
  • Site visits (must be able to provide own transportation/mileage reimbursement available) 
  • Must possess valid CA Driver’s License and Proof of Insurance 
  • Vision - sufficient to read printed materials 
  • Hearing/Speaking - sufficient to conduct conversations either in person or the telephone to exchange information or make presentations 
  • Dexterity of hands and fingers to operate a computer keyboard 
  • Generally, this position requires the ability to sit, stand, walk, bend, and occasionally lift and/or move up to 20 pounds.  Reasonable accommodations may be made to enable otherwise qualified individuals with disabilities to perform the essential function 
  • The Executive Director must be able to travel to attend conferences, training and other events as required in acquiring and maintaining proficiency in fulfilling the responsibilities of the position 
  • Other duties according to the needs of the organization
