GENERAL PURPOSE
Under the direction of the Superintendent of Schools, the Assistant Superintendent, Business Services shall be responsible for the general management and supervision of the financial aspects of the District. The Assistant Superintendent, Business Services shall be expected to assume, execute, perform and supervise all of the duties and responsibilities associated with finance, maintenance, operations and facilities, technology, transportation, procurement, and logistics. This is a senior management position.
DISTINGUISHING CHARACTERISTICS
This single-position class is responsible for monitoring the District's business programs and operations. This position requires accurate, periodic, and responsive reports to the Superintendent in a clear and concise format with critical financial and operational information. The Assistant Superintendent, Business Services shall be expected to make projections and recommendations for strategic planning into the future.

- Plan, organize, and coordinate the District's business programs.
- Formulate programs for accounting, risk management, business data processing, purchasing, warehousing, custodial matters, cafeteria, police services, transportation, and maintenance activities, and ensure that such programs are economically, efficiently, and effectively administered.
- Select, train, and evaluate key staff, and prepare qualified staff for advancement.
- Develop procedures for business operation and review results; prepare and communicate estimates of income and expenditures and develop budget assumptions; provide for the timely preparation of the District's budget; maintain budgets, identify variances and take corrective action as necessary.
- Provide accounting controls for District funds, and ensure compliance for income and expenditures.
- Coordinate the preparation and examination of contracts with general counsel, and coordinate information with the Superintendent and cabinet on the execution and performance of District obligations.
- Monitor legislation and implement changes in the law affecting the District and its Divisions.
- Confer with architects, contractors, and others in connection with construction projects and deferred maintenance.
- Administer the District's capital construction and improvement program, and the use of school facilities.
- Monitor the use of energy throughout the District and direct reduction efforts, encouraging conferences with employees, officials, and the public, as well as utility providers and other industry experts.
- Coordinate the activities of the Business Division with other divisions in the Superintendent's office and with other agencies, and actively participate in all efforts to identify and obtain funding for District projects through the passing of bonds, capital loans, public and private grants, and the like.
- Participate in the Superintendent's cabinet meetings, report on changes in education code, laws, or regulations affecting fiscal and other District matters.
- Attend meetings of the Board of Education and make presentations on business matters; provide follow-up on Board functions and prepare special reports as directed.
- Supervise the preparation of fiscal and related reports for the County Superintendent of Schools and the State Department of Education.
- Confer with general counsel and discuss risk management claims, strategies, review plans for loss prevention, and assure proper safety and training programs. Assist in determining the qualifications of accountants, auditors and financial advisors, and make recommendations to the Superintendent and the Board of Education.
Knowledge of:
- Principles, trends and development of school business services and fiscal administration and management, including equivalent duties and responsibilities of CEO's and CFO's, manage data processing, risk management and police services.
- Goals, objectives and operating techniques of a large school district; and, state and local conferences and the continuing education requirements for financial advisors and certified public accountants.
- Accounting principles and practices, budgeting and other fiscal procedures as they apply to a school district.
- Considerations involved in the maintenance and operation of school district buildings, together with some knowledge of building construction and the ordinances and laws affecting the construction and modernization of facilities.
- Governmental purchasing principles and practices.
- Provisions of the California Education Code and regulations governing District business practices and procedures.
Ability to:
- Plan, organize, direct and supervise the work of, and give administrative direction to, employees in a variety of professional and technical fields related to the Business Services function.
- Prepare comprehensive and clear reports, draft and prepare complex correspondence, and prepare and review work estimates, specifications and contracts.
- Analyze various systems and programs and develop effective conclusions and recommendations.
- Establish, foster and maintain effective and cooperative working relationships with others.
Education, Training, and Experience:
Education:
- A bachelor's degree in business or public administration, and graduation from an accredited college or university with an advanced degree in a relevant discipline or field of study, including but not limited to accounting, business administration, construction, finance, public administration, public policy and planning.
- Candidates with a CASBO CBO certification are preferred.
- Certified Public Accountant (CPA) certification preferred.
Experience:
- Minimum of five (5) years of comprehensive finance experience as an upper-level manager in a California public-school system including substantial participation in policy development and operational responsibility for accounting, purchasing and construction.
Education Equivalency Options:
- Certified Public Accountant (CPA) certification may substitute for an advanced degree. In substituting a CPA Certification for an advanced degree, a bachelor's degree in a relevant field of study is still required.
- Five (5) additional years (ten years total) of comprehensive finance experience as specified above may substitute for an advanced degree. A bachelor's degree in a relevant field of study is still required.
Licenses; Certificates; Special Requirements:
- A valid California driver's license and the ability to maintain insurability under the District's insurance policy.
