College Facts (as of Fall 2017)
• Instruction, administrative, and support services are provided by 244 full-time faculty, 532 adjunct faculty, 244 School of Extended Learning faculty, and 357 full-time staff and management.
• Santa Barbara City College currently enrolls approximately 17,457 students, the majority of whom are from racially diverse populations as follows: African American/Black – 3.3%; American Indian/Alaskan Native: 0.4%; Asian/Filipino/Pacific Islander- 8.3%; Hispanic/Latinx – 39.8%; two or more races – 4.4%; Unknown – 1.9% and White: 41.5%.
• 31.6% of SBCC’s students are under age 19, 32% are between the ages 20 and 24, 22% are between the ages of 25 and 39, and 14.4% are 40 or older.
• 33.2% of SBCC’s students attend full time (12 units or more), and 66.8% of SBCC students attend part-time.
• In 2009, SBCC gained the status of Hispanic Serving Institution, which among other benefits, made us eligible to apply for federal grants geared toward strengthening institutional capacity and building programs to increase the success of Hispanic and other underrepresented students.

Nine step salary range, initial placement customarily at first step with annual advancement to the next higher step. 40 hours per week, 12 months per year, plus fringe benefits; 12 month probation period. BASIC FUNCTION:
Under the direction of the Vice President - Information Technology, plan, organize, control and direct operations in support of college-wide initiatives involving software applications; provide leadership for research, acquisition, development, design, operation, and implementation of enterprise software applications; coordinate and direct resources, related procurement functions, personnel and communications to meet College administrative systems needs and assure smooth and efficient activities; supervise and evaluate the performance of assigned personnel.
REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Plan, organize, control and direct operations in support of college-wide initiatives involving information technology systems.
Provide leadership for research, acquisition, development, design, operation, and implementation of enterprise software applications.
Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures.
Provide leadership, support and training to members of the Administrative Systems Department.
Assist with IT strategic planning. Coordinate the strategic direction for IT staff including setting priorities, developing application rollout plans, and reporting on group activities.
Provide consultation to Administrative Office, Educational Programs, and Continuing Education administrators, faculty, staff, and students in the implementation of their duties that involve the application of information technology software solutions.
Participate in technology improvement initiatives across the organization. Work closely with other groups to coordinate plans and activities including coordination documentation, and reporting on IT oriented projects.
Review and update department standards, manage the creation of documentation and Best Practice standards to assist in directing IT activities; recognize and identify potential areas where existing policies and procedures require change or creation; assure related activities comply with established standards, requirements, laws, codes, rules, regulations, policies and procedures.
Confer with staff concerning time lines, priorities, services, job orders and production runs; prepare and arrange for billings for outgoing print requests; prepare, distribute and follow up on invoices as needed.
Develop and prepare the annual preliminary budget for the Information Technology- Administrative Systems department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Inform management of recurring or projected resource and capacity problems; initiate and coordinate planning and/or corrective action; inform management of potential risks and technical failures and proactively mitigate risks in these areas. Work with management to coordinate and improve overall Information Technology services.

Estimate and assure adequate resources required for College technology needs and related projects. Communicate effectively both orally and in writing. Interpret, apply and explain laws, codes, rules, regulations, policies and procedures;
Establish and maintain cooperative and effective working relationships with others. Operate a computer and assigned office equipment;
Analyze situations accurately and adopt an effective course of action;
Meet schedules and timelines;
Work independently with little direction;
Plan and organize work;
Prepare comprehensive narrative and statistical reports;
Direct the maintenance of a variety of reports, records and files related to assigned activities.
EDUCATION AND PAID EXPERIENCE:
Any combination equivalent to: bachelor’s degree in computer science or related field and six years increasingly responsible experience in the development, design, operation, analysis, and maintenance of enterprise software including work with technology vendors and acquisition functions.
PREFERRED QUALIFICATIONS:
Experience with the Ellucian Banner, ERP
Extensive Project Management experience
Good communication skills
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.
