POSITION DESCRIPTION: Under the direct supervision of the Deputy Superintendent/Chief Administrative Officer (DS/CAO), the position of Chief Business Official (CBO) is responsible for planning, organizing, implementing, directing, and administering the activities of the Division of Administration and Business Services (ABS) which has primary responsibility for the oversight and enforcement of sound financial and operational practices and policies for the Riverside County Office of Education (RCOE). The CBO ensures RCOE operations follow state law, board policies, and good fiscal practices by recommending and implementing financial management policies/systems; confers with and advises management and executive personnel on fiscal matters; proposes strategies/approaches and coordinates RCOE’s implementation of such. The CBO exercises considerable independent judgment and is charged with the responsibility for providing fiscal leadership and division support within RCOE. The incumbent is expected to be a “hands-on” manager involved in the daily operation and direction of the Auditor/Controller’s office as well as working with division heads to harmonize systems and ensure the fiscal integrity of RCOE. This position is designated as a Classified Management position and is part of the Management Leadership Team and the Riverside County Superintendent of School’s (RCSS) Cabinet. The CBO is committed to honoring RCOE’s Mission, Vision, Core Values, Commitments, and Indicators of Student Success. REQUIRED EXPERIENCE: Job related experience is required. A minimum of five years of responsible and successful finance, accounting, auditing, budgeting, and administrative experience in a large organization which would demonstrate exposure to and utilization of required skills. Senior Management experience in a school district and/or county office of education is preferred.
REQUIRED EDUCATION: Bachelor’s degree from an accredited college/university in business administration, accounting or closely related field is required. A Master’s degree, Certified Internal Auditor or Certified Public Accountant is desirable.
