Requirements / Qualifications
The Manager, Early Childhood Systems Initiatives, will work with the CCFS leadership team and partners inside and outside of CCFS to carry out key responsibilities as assigned in each of two projects for First 5 California: The First 5 IMPACT “systems” project and the Statewide Training and Technical Assistance Infrastructure Development for the California Quality Rating and Improvement System (CA-QRIS) “TTA Infrastructure” project. Candidates should have significant experience in design and implementation of quality rating and improvement systems (QRIS) and related professional development and quality improvement activities at the state and local levels, and the ability to conceptualize and contribute to producing relevant professional development, briefing, communications and other materials.
Responsibilities Rating Matrix 2.0 Implementation – Design and Development: Lead planning efforts with state agencies and local partners to create statewide rollout plan and milestones for new Quality Counts California (QCC) quality rating including overall implementation design, oversight of data management system design, creating relevant policies, procedures, quality assurance and rater/assessor training protocols Lead development work of policies, procedures, and resources to ensure a consistent statewide implementation of the quality rating portion of the QCC. These may include the development of: Policy/Procedures Manual Data system functionalities Provider/Staff processes Definitions of constructs within rating elements Precise calculation of rating elements and of the overall rating Rating scheduling system QCC reports to programs and providers Local level reporting procedures Training procedures and processes Communication materials to a variety of stakeholders

Deep content knowledge of QRIS, system design, and experience with QRIS implementation
Substantial experience supporting the implementation of early childhood quality improvement methodologies (e.g., coaching, training, leadership development) at the state and/or local levels
Experience in conceptualizing and/or producing QRIS-related materials such as implementation guides, briefing materials, guides for classroom assessors, etc.
Strong project management skills and ability to work productively with state and local agencies
Strong oral and written communication skills, including proposal development
Ability to work independently and as a member of a team, including providing oversight to external consultants
Ability to work as part of a large team and smaller task teams, managing and coordinating competing priorities
Initiate, demonstrate flexibility, and be solution-based to anticipate needs and shifts in work priorities and deadlines
Prior experience with cloud-based solutions such as SmartSheet or Box preferred.
