CHARTER OAK UNIFIED SCHOOL DISTRICT 

CLASS TITLE:  ASSISTANT SUPERINTENDENT - HUMAN RESOURCES 

BASIC FUNCTION:

Under the direction of the Superintendent, plan, organize, control and direct District-wide human resources operations and activities including the recruitment, screening, examination, selection, processing, classification and compensation of classified and certificated employees; coordinate and direct communications, information, labor negotiations, employee evaluation functions and employee record-keeping to meet the human resources needs of the District; serve as chief executive officer for the Personnel Commission; supervise and evaluate the performance of assigned personnel.

REPRESENTATIVE DUTIES:

The classification specification does not describe all duties performed by all incumbents within the class.  This summary provides examples of typical tasks performed in this classification.

  • Plan, organize, control and direct District-wide Human Resources operations and activities including the recruitment, screening, examination, selection, processing, classification and compensation of classified and certificated employees; establish and maintain Human Resources time lines and priorities; assure related activities comply with established standards, requirements, laws, codes, regulations, policies and procedures. E
  • Coordinate and direct communications, information, labor negotiations, employee evaluation functions and employee record-keeping to meet the human resources needs of the District; direct the development and implementation of Human Resources plans, programs, projects, services, strategies, goals and objectives; assure proper and timely resolution of personnel issues and conflicts. E
  • Serve as chief executive officer for the Personnel Commission; attend Commission meetings and provide technical assistance and direction regarding classified personnel functions; oversee Commission agenda preparation and follow-up activities; perform administrative coordination functions according to established agreement between the District and Personnel Commission. E
  • Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; assure employee understanding of established requirements. E
  • Coordinate and direct labor relations and related collective bargaining activities for classified and certificated bargaining units; serve as the Board’s representative for negotiations with employee bargaining units; prepare proposals and counter-proposals; interpret collective bargaining units, and coordinate the processing of grievances for certificated and classified bargaining unit members. E
  • Monitor, evaluate and determine staffing needs for classified and certificated personnel; coordinate recruitment and related advertising activities for job vacancies; direct and participate in the screening of employee applications to determine eligibility; assure candidates meet minimum qualifications; direct the preparation, distribution and advertising placement of announcements for job openings. E
  • Direct the interviewing, selection and placement of personnel; coordinate and direct the scheduling, preparation and administration of examinations; direct applicant interviews to determine eligibility of candidates; direct and participate in the analysis and accepting or rejecting of job applicants; coordinate and direct the distribution, collection and processing of employment applications. E
  • Plan, organize and direct the processing of new personnel; assure proper preparation, verification and processing of required employment paperwork; coordinate and conduct employee orientations; assure staff understanding of District personnel policies and procedures; assure proper placement of certificated and classified personnel on salary schedules; administer salary schedule regulations. E
  • Provide technical information and assistance to the Superintendent and Personnel Commission regarding Human Resources activities, needs and issues; advise the Superintendent and Commission regarding personnel laws, Board policies, employee contracts and other District personnel rules and regulations; assist in the formulation and development of policies, procedures and programs. E
  • Coordinate and direct the employee evaluation process for certificated and classified personnel; review evaluations to assure compliance with established standards and requirements; monitor and control personnel allocations for the District; coordinate employee placement, assignments, transfers, promotions and terminations as directed. E
  • Provide consultation and technical expertise to administrators, staff, schools and others concerning human resources functions; respond to inquiries and provide detailed and technical information concerning labor relations, recruitment, contracts, evaluations, credentialing, staff management, merit system and related standards, requirements, practices, techniques, guidelines, laws, codes, regulations, policies and procedures. E
  • Direct the preparation and maintenance of a variety of personnel records, files and reports related to classified and certificated employment, employees, applications, assignments, salaries, credentials, testing, evaluations, discipline, leave and assigned activities. E
  • Plan, organize and conduct classification, reclassification, salary and other personnel studies as requested; compile and analyze related information and statistical data; prepare and revise job descriptions, and provide salary recommendations as necessary. E
  • Oversee the maintenance and updating of collective bargaining agreements; administer and oversee the implementation of negotiated agreements; maintain confidentiality of sensitive and privileged information; compile, assemble and analyze information for negotiations. E
  • Develop and prepare the annual preliminary budget for Human Resources operations and activities; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. E
  • Maintain current knowledge of laws, codes, regulations and pending legislature related to Human Resources activities; direct the modification of programs, functions and procedures to assure compliance with local, State and federal requirements as appropriate. E
  • Plan, organize, control and direct the review, evaluation and processing of applications and other documents to assure certificated personnel hold valid and proper credentials. E

 

  • Communicate with administrators, personnel, outside organizations and the public to exchange information, coordinate activities and programs and resolve issues or concerns. E
  • Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work. E
  • Organize and administer procedures for employee identification, fingerprinting security checks and relations with appropriate government agencies concerning employment. E
  • Direct programs and services to assure proper placement of substitutes for absent district employees. E
  • Attend and conduct a variety of meetings as assigned; prepare and deliver oral presentations concerning Human Resources operations, activities, needs and issues. E
  • Perform the duties and responsibilities of the Superintendent in the absence of the administrator as directed. E
  • Perform related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination equivalent to:  bachelor’s degree in human resources, public administration or related field and seven years increasingly responsible human resources experience including two years working in a merit system and two years in an administrative capacity.
