BASIC FUNCTION
Under the direction of the Vice Chancellor of Human Resources, this position is responsible for planning, organizing and directing assigned District wide human resources management functions including but not limited to, human resources daily operations; recruitment and selection processes; classification and compensation; benefits administration; leave coordination; compliance with federal and state laws, District policies and procedures; and promoting positive employer-employee relations.
In addition, this position will assist the Vice Chancellor of Human Resources with negotiations; ADA (Section 504) and Title IX Compliance; and technology initiatives.
DUTIES AND RESPONSIBILITIES
Duties and responsibilities as presented are intended to be representative and not restrictive. The District reserves the right to modify the assignment and allocation of duties in accordance with operational needs.
Plan, coordinate and direct activities and operation of the District’s Human Resources Office, assuring compliance with applicable laws, codes and regulations; interpret and advise District staff regarding personnel policies and procedures; chair assigned committees and task forces related to personnel.
Oversee procedures for the recruitment, selection and hiring of academic, classified and temporary personnel; approve and supervise the evaluation of the minimum qualifications of all applicants and employees in accordance with state and local rules and regulations.
Approve and supervise the evaluation of salary placement and job classification for personnel in accordance with District policy and collective bargaining agreements.
Serve as a primary contact and resource regarding personnel matters such as contract interpretation, grievances, discipline and confidential personnel issues; recommend and administer corrective action; participate in collective bargaining processes as assigned.
Direct the investigation and processing of discrimination and sexual harassment complaints; explain applicable laws, regulations, and policies.
Direct and coordinate the classification and compensation processes; develop, administer, and monitor department budget; maintain statistics on recruiting expenditures.
Direct and coordinate the sabbatical process and supervise employee professional growth programs.
Supervise the preparation and maintenance of personnel databases, personnel files, seniority lists, sick leave, load banking, and faculty disciplines.
Train, supervise, evaluate and direct the work of personnel as assigned; participate in selection and hiring processes.
Plan, organize and arrange appropriate training and staff development activities; provide orientation for new employees.
Attend a variety of meetings as required; serve on committees and special projects as assigned; coordinate programs and services as appropriate with other District and college personnel.
Learn and apply emerging technologies and advances (e.g., computer software applications) as necessary to perform duties in an efficient, organized, and timely manner.
Sensitivity to and understanding of the disabilities and diverse academic, socioeconomic, cultural, and ethnic backgrounds of students.
Identify, develop and implement technology initiatives to ensure all areas of Human Resources operations are efficient and accurate.
Direct administration of District benefits and leave coordination programs.
Serve as the District’s ADA (Section 504) and Title IX Compliance Officer.
Liaisons with the District Worker’s Comp Administrator and EEO Compliance Officer.
Perform related duties as assigned.
REQUIRED QUALIFICATIONS
Bachelor’s degree or advanced degree, preferably in human resources management, public administration, business administration or related field.
Minimum of five (5) years’ experience working in human resources or related environment, of which at least three (3) years must include managerial experience.
The award of all degrees must be verifiable on a legible transcript.
DESIRABLE QUALIFICATIONS
Human Resources experience in public higher education.
Five (5) years of managerial experience.
Demonstrated experience handling complaints and grievances.
Demonstrated experience with classification and compensation systems.
Advanced degree from a regionally accredited institution in a related field.
Demonstrated high level of critical thinking, problem solving and analytical skills.
High professional standards and strong interpersonal skills.
Effective oral and written communications skills.
Demonstrated and/or working knowledge of Enterprise Resource Planning Systems (i.e., Banner, PeopleSoft, etc).
SALARY
This is a designated classified management position subject to a one-year probationary period. The initial salary placement range is $114,347 - $144,687 annually, 12-month position, plus an additional $2,600 annually for an earned doctorate from an accredited institution.
Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable.
BENEFITS
The District is a participating agency in the CalPERS Hospital and Medical Care plan which allows eligible employees to select from several plans for their hospital and medical care. The District pays the full cost of the employee-only health insurance premium for the plan selected by the employee. In addition, the District provides a discretionary fringe benefit allowance that may be allocated toward the premium cost of eligible dependent health insurance, dental insurance, vision insurance, life insurance, accident insurance, income protection insurance, and available investment options.

SELECTION PROCESS
The Hiring Committee will paper screen applications and select a limited number of candidates for an interview. This process will take several weeks.
