The Program Manager for Continuous Improvement is under direct supervision of the Director of Continuous Improvement and Academic Support (CIAS). The role is two-fold. First, the Program Manager will work collaboratively with CIAS team members to provide system of support services to Napa County Local Education Agencies (LEAs). Second, the program manager will lead Napa County’s Induction programs. With the CIAS team, the successful candidate will help design and deliver technical and differentiated assistance for school district teams including data and systems analysis; provide assistance for Comprehensive School Improvement teams; help LEAs in the development of high quality LCAPs; and lead Napa COE’s Multiple Tiered Systems of Support (MTSS) initiative. As the lead for Napa County’s Induction programs, the candidate will manage program operations, budgets, and deliverables; design and implement learning and coaching experiences for participants; and coordinate and monitor requirements for ongoing accreditation. Second, the program manager will lead Napa County’s Induction programs. With the CIAS team, the successful candidate will help design and deliver technical and differentiated assistance for school district teams including data and systems analysis; provide assistance for Comprehensive School Improvement teams; help LEAs in the development of high quality LCAPs; and lead Napa COE’s Multiple Tiered Systems of Support (MTSS) initiative. As the lead for Napa County’s Induction programs, the candidate will manage program operations, budgets, and deliverables; design and implement learning and coaching experiences for participants; and coordinate and monitor requirements for ongoing accreditation.

QUALIFICATIONS: • Valid CA Administrative Services credential, Certificate of Eligibility, or capacity to earn the Preliminary Administrative Services credential within one fiscal year of filling the role • Master’s degree in a related field required. • A minimum of 5 years’ successful experience with educational leadership including managing, coordinating, and budgeting for educational programs. • Expertise in data analysis, group facilitation, coaching others, and delivering professional development. • CDL and NCOE driving clearance required. KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledgeable about California’s System of Support, LCAPs, MTSS, CA School Dashboard, and Comprehensive School and Improvement. • Ability to collaborate with multiple educational, collaborative partners. • Ability to manage and monitor grant programs, including knowledge of budgeting and program evaluation. • Experience developing service agreements and memoranda of understanding. • Ability to present trainings and program information effectively. • Excellent written and verbal communication skills and the ability to develop and maintain positive working relationships. • Ability to work well across tasks and with multiple teams, including project staff, consultants, and funders. • Excellent Microsoft Word, Excel and PowerPoint skills. • Excellent GSuite skills, including Drive, Slides, Forms, Sheets, etc. • Attention to detail and strong organizational skills. • Demonstrated ability to be self-directed and take initiative. • Passionate commitment to the mission, vision, and values of Napa COE.
