General Description

Under the direction of the Vice President-Administrative Services, the Chief Accounting Officer will provide supervision of accounts payable, accounts receivable and payroll services of the District; maintain, analyze and adjust books; prepare financial reports; and assist in the preparation of annual budget. Work as a principal member of the accounting team.

Job Duties

 

• Provide direction and guidance to the accounts payable, accounts receivable and payroll services of the District.

• Plan, prioritize and perform a variety of accounting and budgeting functions; communicate with a variety of District, County, State and Federal offices and agencies regarding fiscal programs.

• Monitor the College's cash position for solvency and make arrangements for borrowing when necessary; verify that County has accurately recorded receipts and expenditures.

• Maintain the general ledger; determine and make adjustments, journal entries and budget adjustments to maintain, open, balance and close the District's books.

• Review budgetary transactions and assist budget managers with budget changes.

• Work with independent auditors on the annual audits for the College and Foundation.

• Prepare financial reports for various governmental agencies.

• Assist in preparing preliminary and final budget.

• Participate in the selection of staff; provide and coordinate training.

• Research and interpret various issues in accounting and education codes and assist in the preparation of Board policies and Administrative Procedures.

• Assist staff with technical problems, accounting questions and training on County Computer system.

• Work with College Information Technology staff to create programs that assist in the operations of the colleges finance. Cross train administrative staff on Banner issues.

• Assist staff in the review of financial statements for the Farm, Bookstore, Foundation, Child Development Center and Food Services; assist Accounting Technicians with accounting problems to maintain proper records.

• Assist in preparation of financial reports for various categorical programs of the District.

• Assist in preparing preliminary and final budget for categorical programs.

• Assist in the review of appropriate expenditures for categorical programs compliance. Assist in the coordination of Mandated Cost efforts for the District.

• Utilize the District's integrated software in performing the required duties of the position.

• Perform related duties as assigned.

 

Qualifications

 

Any combination equivalent to:

 

• A Bachelor's degree in finance, accounting, business administration or related field AND

 

• three years increasingly responsible experience in the administration of fiscal services or accounting departments. AND

 

• Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students which pursuant to Title 5 §53022 is a core system competency and job requirement.

• Work with complex accounting, database, and spreadsheet models and systems.

• Interpret, and apply accounting regulations, and education code

• Establish cooperative and effective working relationships with others.

• Analyze situations accurately and adopt an effective course of action.

• Plan and organize work to meet deadlines and schedules.

• Provide work direction and guidance to supervised positions.

• Prepare comprehensive narrative and statistical reports.

• Direct the maintenance of a variety of reports and files related to assigned activities.

• Follow directions when given, and work independently on projects
