BASIC FUNCTION:
Plans, manages, coordinates, and provides analysis of District data and systems to meet the District’s needs. Participates in the collection of business requirements from customers, creates logical designs, then implements systems or develops dashboards and reports based on customer’s feedback and designs. Provides support for database systems, data warehouses, dashboards, custom reports, and applications utilized throughout the district. The Data and Systems Manager reports to the Director of Information Technology.
REPRESENTATIVE DUTIES:
- · Performs a leadership role in the areas of advanced data techniques, including data access, data integration, data visualization, data discovery, and statistical methods.
- Responsibilities will include gathering requirements, gaining business consensus, performing vendor and product evaluations, coordinating business and development resources, building databases, delivering solutions, training and documentation.
- Establishes standards and guidelines for the design & development, tuning, deployment and maintenance of information, advanced data analytics, and reports.
- Designs and implements advanced dashboards and reports from the operational data systems and the District
Data Warehouse.
- Serves as technical resource to District departments concerning data & systems projects; consults with staff to design collect, and report on data as needs change.
- Provide project management for various data-related functions of the district.
- Test systems and identify process improvements for applications and data systems, manage priorities for vendors, anticipate and/or flag potential process issues and implement enhancements and review data for inconsistencies or anomalies.
- Serves as primary liaison between department and district administrators regarding district data and information systems.
- Streamline data collection and analysis procedures to ensure fast and accurate access to reports.
- Ensures compliance with District policy, Federal and State law, and other contracts or agreements relative to
Information Technology Services.
- Develops policies, procedures and programs to assure an economical, safe and efficient work environment;
ensuring the validity and security of the District’s student Information and reporting tools.
- Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of technology related to the K-12 education industry; incorporates new developments as appropriate.
- Provides professional and technical advice and training to administrative, instructional, and Technology Services staff as required.
- Trains, supervises and evaluates the performance of staff; prioritizes and schedules assigned projects.
- · Recommends policy and management decisions related to computer systems, digital curriculum, software, security, and related technology.
- Other duties as assigned.
KNOWLEDGE AND ABILITIES:
Knowledge and application of:
- Principles, practices and methods of database development, management and implementation and related system design.
- K-12 environment, assessment, and data management utilizing a Student Information System. Microsoft SQL Server, T-SQL, writing complex T-SQL queries.
- Microsoft Office and other productivity applications for generating reports and documentation.
- · Practical experience using ETL tools such as Microsoft SQL Server Integration Services (SSIS), Visual Studio .NET, and Microsoft Excel.
- Practical experience creating dashboards, scorecards, analytics and visualizations allowing for interactive functionality using BI development environments such as MS Excel with Powerpivot, SQL Server Reporting
- · Practical experience using ETL tools such as Microsoft SQL Server Integration Services (SSIS), Visual Studio .NET, and Microsoft Excel.
Services (SSRS), PowerBI, Tableau, and/or Qlik.
- Extremely strong analytical and problem-solving skills; systems thinker.
- Outstanding verbal, written and visual presentation skills; comfortable with interacting with customers.
- Database systems support including data security standards and applicable governance (COPA, FERPA).
- Principles and techniques of project management, scheduling and related control procedures; principles and procedures used in systems analysis, development and design.
Ability to:
- Lead, plan, organize, and direct District data and systems activities.
- Work independently, establishing strategic objectives, project plans and milestone goals.
- Coordinate, develop, install and maintain a variety of software information systems including specific District applications that are utilized in various departments.
- Supervise and evaluate the performance of personnel.
- Serve as a technical resource and coordinate technical support of assigned District personnel.
- Establish and maintain cooperative and effective working relationships with others.
- Operate a computer and assigned office equipment.

EDUCATION AND EXPERIENCE:
Education: B.A., B.S. or advanced degree in computer science, business or education technology, or extensive experience (seven plus years) in database management.
Experience: Five years of work experience in data and visual analytics, database administration, data science or a combination of the three. Industry certificates or extensive work experience related to application development, database administration, and/or data warehousing may substitute for preferred academic concentration.
