THE COMMISSION: A Personnel Commission is a nonpartisan public body responsible for the administration of a “merit system” for the selection, retention, and promotion of classified (non-certificated) employees in a public school district. By law, it is composed of three members appointed for three-year terms with the term of one member expiring each year. The Personnel Commissioners are selected as follows: • One member is appointed by the Board of Education • One member is appointed by the Board of Education upon the recommendation of the classified employee organization which represents the largest number of the District’s classified employees. • The third member is appointed by the other two members of the Commission.

QUALIFICATIONS Required: To be eligible for appointment or reappointment to the Personnel Commission, a person: • Shall be a registered voter and resident within the boundaries of the Manhattan Beach Unified School District. • Shall be a known adherent to the principle of the merit system, which is the selection, retention and promotion of individuals upon the basis of merit and fitness. “Known adherent” of the merit system shall mean those, who by the nature of their prior public or private service, have given evidence that they actively support the concept of the merit system. • Shall not be a member of the governing board of any school district or county board of education. • Shall not be an employee of the same school district. Desirable: • Volunteer or paid experience working with groups and organizations in the community. • Experience sitting on a board, tribunal or appeals body. • Concern for the educational system in the school district. • Familiarity with the merit system, its concepts and philosophy. • Ability to work with administrators and employee organization groups. • Experience working in Human Resources. • Knowledge of labor relations, collective bargaining and personnel management. • A bachelor’s degree • Availability and time to engage actively in Personnel Commission activities including attending meetings of Personnel Commissioners and workshops related to Personnel Commission functions.
