PROGRAM SPECIALIST

NON-SEVERELY/SEVERELY HANDICAPPED PROGRAMS 

Primary Function:

Responsible for providing assistance to personnel in developing support and monitoring instructional programs for special education students.

 Directly Responsible to: 

SELPA Director 

Major Responsibilities: 

  1. Assist in implementing Individualized Education Program (IEP) team decisions by conferring with parents, teachers, and administrators.
  2. Assist in coordinating and monitoring special education placements.
  3. Assist special educators in the development, implementation, and evaluation of the school site programs.
  4. Review the development of student instructional plans, assuring legal compliance.
  5. Assist local Student Study Teams on a consultant basis to review student referrals in order to ensure least restrictive placement.
  6. Assist Administrator of Special Education in program and curriculum development.
  7. Assist in the evaluation of program effectiveness.
  8. Assist in placing children in non public school programs and in monitoring the school programs of such children.
  9. Attend Board of Education meetings as requested.
  10. Perform other related duties assigned by the SELPA Director. 

Qualifications 

Knowledge and Skills: 

  1. Knowledge of principles of organization and management.
  2. Knowledge of laws, rules, and regulations governing special education students.
  3. Knowledge of basic elements involved in the teaching of special education students.
  4. Ability to speak and write effectively.  
  5. Ability to work effectively with all segments of the school community and general public.

 Education, Training and Experience: 

  1. Special Education Teaching Credential and Regular Education Teaching Credential.
  2. Master’s degree or Bachelor’s degree plus 45 units or equivalent in professional preparation or experience.
  3. Successful teaching experience in special education program(s).
  4. Experience with developing and implementing programs for severely handicapped students ages 5–21.
  5. Regular and Special Education classroom teaching experience is desirable.
